Abstract

The article discusses the issue of ideological and conceptual factors which exert significant influence on the quality of the state policy in modern societies. The ratio of these factors and those taken into account in various quantitative methodologies is currently an integral part of the discussions concerning modern states, political regimes, democratization and modernization. The political evolution of societies is impossible without conceptual and ideological factors. This means that approaches and methods for assessing the quality of public administration will depend on the value definitions which underlying the understanding of the desirability or undesirability of specific management steps. An example of the contradictions that arise in the process of the influence exerted on the effectiveness of public administration by conceptual factors is the debate around ESG, which itself reflects the crisis of the popular concept of “governance.” The growth of social requests based on “trendy” left-liberal interpretations of human rights and civil society, on the one hand, forms the trajectory for the development of public administration in many modern countries, but, on the other hand, the same request can lead to “overwhelming of the state,” which repels an increasing number of non-Western states from this approach.

The article identifies the media trends that appeared during the metaverses creation and transition of social practices to the digital world. Summarizing the analysis of media practices, content analysis of media publications on the topic of technological progress and statistical data, the author of the article emphasizes that the process of creating digital ecosystems and metaverses is not a technological process, but primarily a cultural one. In addition, enhancing digital technologies changes not only the life of an individual, but also political systems.

Thus, the article explores the economic policies and strategies adopted by the BRICS countries to navigate this shifting geopolitical landscape. The author examines the macroeconomic indicators and trends of these nations, highlighting their strengths, weaknesses, opportunities, and threats. We also discuss the impact of global events such as the US-China trade war and the rise of protectionism on the economic prospects of these countries. Abstract

The article analyzes the process of forming the image of Russia and Russian people by means of Russian literature. Russian literature perception in China, the transformation of the Russian literature mission in China can be traced over five periods: Russian literature of the XIX century, Soviet “Red Classics”, Russian literature in the 1960s, Russian literature in the 1980s, Russian literature after the collapse of the USSR to the present time. Currently the amount of publication as well as the number of those who read modern Russian literature in China are gradually declining, this leads to the fact that its influence on Chinese society is decreasing. However, the influence of modern Russian literature in China will last for a long time, it is simply observed in the literature itself, not concerning other factors, because without understanding Russian fiction, it is impossible to understand the national mentality and to form the image of Russia.

Abstract

The article substantiates the need for the development and modernization of state support forms for the military-industrial complex enterprises due to the growing sanctions pressure. Such tasks as the analysis and grouping of state support forms, which are established by regulatory legal acts and implemented by specially created organizations, were carried out. The results of the analysis showed that, as before, the main direction of support for the defense industry enterprises is the financial one. In order to increase the effectiveness of this direction, the authors propose strengthening control over the targeted use of allocated funds. However, in order to make a breakthrough in the field of military industry and securing the technological sovereignty of the country, much more attention should be paid to information support and control over the strengthening of connections between defense industry enterprises and leading research institutes or industrial enterprises. The authors propose to enhance efforts to improve the qualifications of enterprise personnel and provide recommendations for improving the development directions of economic relations between military-industrial enterprises and other industries.

Abstract

The purpose of this study is to develop recommendations for improving socio-economic policy at the regional level. This study is carried out for the Voronezh region and concerns the period of 2017–2021. The observation period has been extended to 2012–2021 for measuring trends in population change under the influence of its natural decline and deceleration of post-arrival migration. Statistically significant trend equations were constructed for the birth rate and the level of post-arrival migration as the main sources of population growth in the region. The level of monthly cash income per capita is considered as one of the factors of the birth rate in the Voronezh region. The revealed strong inverse linear relationship between the signs is statistically significant and can be used for short-term forecasts of the birth rate in the region, depending on the change in the level of average monthly income per capita.

Abstract

The article examines the phenomenon of undisclosed structures that may have influenced political processes in certain Western states. The article deals with such organizations as the Masonic lodge “Propaganda Due” (P2) and “Gladio”. Abstract

The article discusses the method of increasing the effectiveness of advertising campaigns on the radio through by integrating digital monitoring tools. A methodology for evaluating the effectiveness of an advertising campaign on the radio based on the analysis of the linear regression model coefficients is proposed. The advertiser’s web application traffic, which directly affects the sales volume, is used as a target variable. The investments in various advertising channels for a certain period of time is considered as factors influencing the target variable. A structural model of an advertising campaign is presented. As a result of the research, an advertising system was implemented in the form of a web application (radioskidki.ru), which allows the integration of Internet and radio advertising channels. Traffic measurements were carried out over a time interval of 1 month with sampling in one day. The analysis of the measurement results proved the effectiveness of the proposed methodology and the developed tool. Thus, the proposed technique allows to generate additional web application traffic, and thereby increase the effectiveness of advertising campaigns on the radio.

Abstract

The article examines the question of the convergence factors for the right and liberal segments of the non-systemic opposition in Russia on the basis of minarchism as the philosophical fundament. The methodology of the work is built on a combination of structural and comparative analysis. The authors reveal the relation between the classical variant of the minarchism philosophy and its form transformed by the public opinion leaders within the non-systemic opposition. The authors come to conclusion that minarchism plays the role of the basis for the ideological unification of the right and liberal segments of the non-systemic opposition now. At the same time the oppositionists mainly adopted not the orthodox form of minarchism, but its vulgarized version, within which the original concept was reworked in the key of elitism and social Darwinism. This variation of minarchism is actually a political myth, the functions of which is to stigmatize the loyalists and strengthen in-group favoritism of the current government’s opponents. The features of this myth make it possible to dehumanize supporters of the existing system and at the same time construct a positive image of the future which is based on consumer values and achieving false justice according to the principles of market agonism.

Abstract

The surrounding reality is perceived by a person not in the way it really is, but in the form of images. We rarely think about why one image is easy to remember, while another one is more difficult and whereas the third one does not linger in memory at all. Under the influence of various circumstances, a certain assessment of the advantages and disadvantages of a political leader is formed and fixed in mind, which forces him to act in accordance with public expectations. This article studies the relationship between the image of a politician in print media and his perception by young people using the example of G. A. Yavlinsky.

Abstract

What happens to a person’s identity when they dive into the virtual world, joining online communities or being active on the Internet otherwise? Does the identity remain the same or does something new arise? We would like to answer this question in this article by considering the concept and statuses of virtual identity — a technologically mediated image of the “I”, modeled by the user himself in a virtual environment, in relation to the user’s personality. For this purpose, we used an original questionnaire which was developed by us to assess the status of virtual identity among 268 students aged 17 to 24 years. The materials of the article form the basis for future psychological studies of identity in the digital space.
