COVER STORY: HIGHER EDUCATION IN RUSSIA: PROFESSIONAL, PEDAGOGICAL AND VALUE-WORLDVIEW MODERNIZATION
The article examines the challenges of applying the term “destructive ideology” in management, which was introduced into the Russian legal system in 2022 with the approval of state policy зaimed at preservation and strengthening of traditional Russian spiritual and moral values. It analyses the interpretations of this new term in scientific discussions in legal, political and socio-philosophical contexts. The author’s interpretation of “destructive ideology” is presented as a system of ideas, which is aimed at purposeful destruction of traditional values that shape the self-identity of people and replacing them with concepts that are historically alien to Russian society. This could discredit state-forming institutions and lead to the self-destruction of society and the usurpation of state powers by alternative structures, including criminal organizations. The terminology proposed by the authors can be used to correctly apply management tools of state policy in order to preserve and strengthen traditional values, as well as effectively counter sociocultural threats to the national security of the Russian Federation.
The subject of the study is a survey of first-year students, who studied political science in from 2015 to 2021. The survey consists of two parts, containing general and professional questions, and allows us to track the trends of change in the characteristics of applicants and create a comprehensive picture of them.
The training of specialists in this field plays a significant role in the education system and is crucial for the development of the relevant sector of the labor market. The survey identifies the goals and expectations of students from their studies, presents a ranking of preferred professions, and shows a tendency for students’ interests to change over time. The data is presented in tables and diagrams.
The Russian leadership declared patriotism as the national idea, but its practical implementation in the education system did not occur until the start of a special military operation in 2022. The paper analyzes the problems of teaching the course “Fundamentals of Russian Statehood,” introduced into the programs of all Russian universities in September 2023. The author, using his teaching experience, provides his perspective on the goals and objectives of this course, taking into consideration Russia’s political situation and strategic national interests. Furthermore, the author puts forth and supports his version of the topics for lectures and seminars.
The relevance of the research work manifests itself in the need to build a new vision of the concept and characteristics of the cross-cultural competences formation. Changes in the political, strategic, commercial vectors of cooperation in Russia call for a theoretical and practical analysis in terms of the requirement of training experts for working abroad. The goal of the research is to make a list of recommendations for forming intercultural communication competences in the Russian university students. The research methodology includes analysis and synthesis of scientific literature, and the use of a structural and systemic approach. The authors presented the statistical data and devised measures to improve intercultural communication competences. These include adding special courses on the cultures of Global South countries to students’ curricula and providing advanced training programs for university staff and instructors.
Universities, which prepare highly qualified personnel and thus influence the competitiveness of a country and its position in the international community, are constantly subject to scientific analysis. This analysis has the aim to identify problematic situations, search for ways to eliminate them and to develop systems of measures to improve the quality of education. A number of problems in higher education are associated with teachers, who are key participants in the educational process. Opinion polls indicate their dissatisfaction with wages, distrust of the point-rating system that affects their financial remuneration, and a lack of internal motivation to do their work at the required level. Emotional burnout due to heavy workloads and lack of free time is also a problem. These and other issues are more or less common in both Russian and foreign universities. Methods of material and non-material incentives are used to retain teachers in the profession and to increase their productivity. Therefore, the question of which ones are the most effective is of fundamental importance for the proper organization of higher education work. However, at the moment, there is no scientific theory on stimulating teachers’ work, and experts have different, often opposing, views on this issue. The authors of this article identify factors that can help keep teachers in the profession and encourage them to increase their labor productivity.
The paper examines how the educational environment affects the career path and challenges faced by students with disabilities in university. It also provides practical recommendations for improving inclusive education. Professional selfdetermination of disabled young people is currently difficult to resolve. In modern Russia, citizens with disabilities remain a special category that is not sufficiently included in social processes, despite various attempts by the state agencies to resolve the current situation. In today’s world, higher education institutions have implemented various strategies to support students in discovering their career goals and acquiring vital skills and knowledge. These efforts aim to enhance their competitiveness in the job market, unleash their potential, enable self-realization, and facilitate integration into different social settings. However, many practices are ineffective. As a part of the sociological study, a mass survey of disabled students in Moscow’s higher educational institutions was conducted. Additionally, specialists in higher education who have authored scientific works on the education of students with special educational needs at the university were interviewed by the research team.
The paper aims to analyze teaching approaches to English in higher education, specifically focusing on the project method. It considers the experiences of the language department and department teachers. The authors analyzed and systematized the works of domestic and foreign scientists on the use of the project method in foreign language education. They also studied the pedagogical experience of using the project method in foreign language education. The authors conducted a survey involving 80 students from the Financial University who were studying Economics and taking the compulsory discipline “Foreign language in the professional sphere” to determine the feasibility and effectiveness of the methods used.
FUNDAMENTAL SCIENTIFIC KNOWLEDGE
Power and ethics are two inseparable factors in international relations, where the purpose of ethics is to limit the destructive effects of power. However, today we witness a dichotomy between these two factors in the world. Governments and those who wield power often claim to make their decisions based on ethics, but in practice, the articulation of these claims is often lacking justification, and issues other than upholding ethics and human values take precedence. Consequently, in order to establish and exert ethical influence in international relations, there is a need for modeling and mainstreaming ethics. In this regard, having a progressive model that encompasses ethical foundations and introducing and utilizing it as a paradigm can be influential.
The main source for this article is the report “The Return of Great Power War: Scenarios of Systemic Conflict between the United States and China” (hereafter referred to as the “Report”). It is noteworthy that the confrontation between the United States and China, as analyzed in the Report, is largely based on references to previous experiences of superpower confrontation during the Cold War. It is therefore no coincidence that the Soviet Union is mentioned over 70 times in the text. This “Soviet trail” in the Report forms the basis of this article’s discussion. The author’s thematic focus primarily relates to four main areas: 1) an assessment of the military capabilities of the two opposing parties; 2) a recognition of the global rather than regional nature of the Soviet expansion; 3) misconceptions regarding the economic strength of the Soviet Union as presented in the Report; 4) The fallacy of attempting to model the future behavior of the People’s Republic of China based on the experience of interaction between the United States and the former Soviet Union. The author has previously addressed the first two of these blocks in a previous publication. The current work focuses on analyzing the third and fourth point of the report. The author pays attention not only to identifying errors in the interpretations of American analysts but also to explaining the reasons for these errors.
In the modern world, domestic entrepreneurs build their business using social networks. Especially during the Covid-lockdown event marketing became a priority way of interaction and promotion, which can increase brand awareness and audience engagement and reassure brand loyalty through emotions evoked with shows and events. Today, as organizations return back offline work mode, companies should use the successful experience of employing digital communication models, combining them with traditional ones. Firms need to analyze successful promotional practices used during the of pandemic 2020–2021 to understand which directions and channels of communication to choose and determine the preferences of the audience. The article discusses the features of promoting brands in the fashion industry in the context of the reduction of digital communication channels, including Instagram*, Facebook* (banned in Russia in 2022). The influence of event marketing on the formation of audience loyalty to brands is described. The statistics of the decrease of social networks influence (Instagram*, Facebook*) are presented. The ways of effective use of event marketing are outlined in the article and the role of event marketing in the fashion industry is shown.

Political instability characterizes the modern world. Fake news has long been influential in politics, serving as a means to manipulate public opinion and sway the masses. The paper briefly discusses basic concepts of fake news. In addition, the paper outlines ways for further research aimed at studying how fake news influences public consciousness and shapes ideas about anything.
The present article discusses the role of the individual in history according to the works of G.F.W. Hegel and N. A. Berdyaev, who devoted a considerable part of their efforts to the development of the concept of the philosophy of history. A direct comparison of these two seems too laborious of a task and can hardly be accomplished in this brief format, but the remarkable details of this comparison reveal themselves most vividly in the question of the relation of the individual to history in the concepts of both philosophers. In the course of the research, it was discovered that while for Hegel an individual is a part of the historical process and is subordinated to it, for Berdyaev, on the contrary, an individual includes history as a moment of its formation. Berdyaev believes that an individual is fundamentally primary in relation to history.
The proposed study undertakes an interdisciplinary analysis of the problem of randomness in various forms of social activity. The authors find a significant relation between linguistic analysis and the conclusions of financial mathematics about the possibility of forecasting under conditions of uncertainty. It realizes the intention to find a strategy for profitable actions in random processes. This intention is reflected in the meaning of the concept “martingale”. For centuries it was used to refer to the special capabilities of horse harnesses. Then this term began to denote winning strategies in various gambling games, leading to the enrichment of the one who owns them. The introduction of mathematical calculations into these strategies became one of the foundations of probability theory. In the middle of the last century, the term “martingale” began to denote the process of capital accumulation when implementing a trading strategy in the financial market. In recent years, the concept of martingale began to characterize calculated strategies for playing in the financial market. This opened up the possibility of forming a version of probability theory specially adapted for modeling market phenomena and processes. The emergence of the science of quantum computing and the emergence of new computing capabilities revives the problem of overcoming uncertainty using the means of modern digitalization. Therefore, the concept of martingale, which implies the search for opportunities to control random processes, remains relevant not only for modern economic thought, but also for various areas of social and humanitarian knowledge. Analysis of the nature of randomness and its various manifestations is also relevant for everyday life of modern people.
This makes it relevant for educational programs aimed at promoting economic and financial literacy among the population.
The article uses an expert survey (interview) of specialists, the study of statistical reporting and the forecasting method to analyze risks and assess the consequences of a lack of trust in economic relations. As a result, the author concludes that a lack of trust initiates the development of deviant models of economic behavior. The rupture of social ties, the crisis of institutional conditions, and the erosion of the reputational capital importance reduce the willingness of economic agents to comply with guarantees of conscientious fulfillment of obligations. In the current conditions, stabilization of economic relations can be achieved by increasing general trust in society and creating institutional conditions for the formation of predictability of actions of economic entities. To compensate for the risks of trust in the international arena, new channels for conducting foreign economic activity should be developed. Moreover, updated logistics chains should be built.
CURRENT SOCIO-POLITICAL RESEARCH
The paper presents experts’ forecasts of an aggravation of information warfare in the conditions of transforming the existing world order. The importance of new media as the major source of information for news and political content in the ongoing digitalization of all spheres of human activity is growing. Virtual network communities now serve as both content distributors and coordinating centers for managing political processes, including both positive and illegal content.
This trend is fully characteristic of the Russian Federation, where the Telegram messenger plays a special role.
The Republic of Crimea and the city of Sevastopol have not yet completed the process of reintegration today. In this context, it is necessary to pay attention to its political and psychological component — the problem of creating the Russian national-state identity. The political-psychological approach involves analyzing not only the rational aspects of this process but also the place of unconscious factors in it, including the symbolic space of identity. The study involved researchers from Sevastopol University who conducted a questionnaire survey comprising closed and open questions. The sample selected for the study represented two regions. Their survey included 2,100 respondents. The researchers identified elements such as the image of the territory, the idea of personalities with symbolic meaning, and historical symbols for the study.
In today’s economic and political context, the study of protest sentiment in society is gaining significance. Interested political actors can use these determinants to mobilize protest activity, making them increasingly relevant. These problems gain particular significance in the conditions of conducting Special Military Operation. The author studies of some economic aspects that can influence the formation and development of protest sentiments in Russian society. The author carried out an analysis of the correlation between individual indicators of the level of socio-economic development of the state and the growth of protest sentiments. The analysis focuses on exploring potential forms and methods that the state can use or may use in the future to prevent these negative phenomena.
The paper’s aim is to research the state of the largest domestic IT companies under sanctions. The author reviewed the top 100 companies from the TAdviser rating of 2023 and identified disproportions between manufacturers of hardware and software. The paper considered the economy’s general problems caused by sanctions, along with the state’s efforts to address them through subsidies and tax breaks for companies and employees. The author carried out a SWOT analysis of the IT sector of the Russian economy based on the data obtained. Sanctions had the hardest impact on foreign companies operating in the Russian market, creating opportunities for active growth for domestic developers. The growing emphasis on domestic IT companies links to the necessity of replacing foreign equipment and programs used by Russian government bodies and strategic enterprises. These factors are the reason for the increased activity of interaction between government bodies of our country and IT enterprises.
The paper examines the use of digital technologies in higher education institutions in the Commonwealth of Independent States. It focuses on the Russian Federation and the Republic of Uzbekistan and their application for disabled individuals. The authors formulated key problems and made proposals to resolve them during the research process. Digital technologies provide a real chance for sedentary, blind, visually impaired and students with respiratory diseases, as well as other categories of disabled people in different regions of the CIS with different sociocultural dynamics to obtain higher education and subsequent work. Overcoming drawbacks can significantly increase the effectiveness of digital technologies. Individual training programs and assignments with the obligatory use of audiovisual aids are among the main methods.
Visual images are an integral tool for understanding abstract concepts, including in economics, where they can facilitate the understanding of complex ideas. However, this approach requires the language knowledge and the understanding of the cultural nuances specific to the society of people speaking that language. The paper presents an innovative approach to the study of economic concepts in a foreign language, which includes both the search for a visual image and its satirical reading. The results showed this method using could increase the level of perception, cognition and fixation of economic terms among students of non-linguistic universities studying a foreign language.
The paper reveals with the objectives of teaching the language of specialty, as well as the role and functions of control in implementing these objectives. The study provides some conditions for quality control of educational achievements in mastering “Foreign language for professional purpose” by undergraduates in “Social Science”. The research proves the necessity to modernize control methods, which would be able both to check the level of students’ competences according to Federal State Educational Standards of Higher Education, and to develop students’ critical thinking and creative skills. The author offers recommendations for interaction with experts from the relevant departments and guest lecturers from the real sectors of the economy, as well as for organizing additional professional training for academics teaching foreign languages with prospective specialists in social studies.
Currently, the trend in the formation of the Russian elite is the tendency to select candidates through the personnel reserve, which is formed through appointments to the positions of heads of subjects of the Russian Federation. Candidates can continue their career advancement by successfully performing their duties as governors and being appointed to higher positions in the federal center. The paper analyzes the personnel changes of the Russian political elite after the presidential elections in 2024, the essence and the effect of these changes on the governor’s corps structure and the Government of the Russian Federation.
