Abstract

The article presents the results of a study of the participation of Russian teachers in political and civil processes Using the methods of focus groups and in-depth interviews, the positions of current teachers and administrative staff of secondary schools located in different federal districts — in administrative centres and localities with different populations-were identifed There was also a study of the activity of teachers in social media The study was conducted on a database of 200 accounts relevant to the topic of work, formed by the method of a continuous sample of research cases, taking into account the choice of “average regions of Russia according to a set of indicators” and quotas for the place of residence and work of teachers The actual low level of teachers’ activity in the public space, revealed in the study, can be partially corrected by measures to reduce workload with work responsibilities in order to form free time, the formation of professional skills, and the formation of professional skills

Abstract

The article is devoted to the analysis of the dynamics of the Russian state policy in the feld of historical education of students since 1991 The process of forming historical ideas is studied in the context of changing ideological accents in the federal government’s policy and the global political situation In particular, it is noted that under the influence of political and socio-economic transformations, the historical priorities of the Russian government have gone from radical liberalism to moderate patriotism and “soil” conservatism These trends are reflected in both professional historical science and historical journalism.

Abstract

This study is devoted to the topic of changes in the national-state identity of Russians under the influence of the transformation of value orientations and the social well-being of young people The work methodology is built through a comparative analysis with secondary processing of this sociological research by the POF and RPORC The hypothesis put forward by the author is based on the assumption that the key factor in changing the value and behavioural attitudes of Russian youth is not the perception of the globalising culture but the quality of social well-being of the younger generation According to the data of sociological studies, the latter is primarily characterised by the presence of depressive elements that form unfavourable conditions for the development of in-group favouritism and out-group discrimination As the data of mass polls show, the image of the collective past is built mainly on the idealisation of the Soviet period, the legacy of which is largely denied by the Russian elites (since this is required to legitimise the existing political and economic model) A positive image of the future in the mass consciousness is either absent or, presumably, replaced by ideas about borrowing the Western European model or reconstructing the Soviet system The image of a signifcant other in the face of the West, despite the presence of confrontation between it and Russia, is seen as a more positive model from the point of view of ensuring social justice.

Abstract

Within the framework of this study, the problem of identifying shortcomings in the current model of positioning the events of the Great Patriotic War at the state level is being solved in terms of assessing the prospects for its development The methodology of this work is formed through a combination of descriptive analysis and secondary processing of data from mass surveys of leading sociological agencies in Russia The theoretical foundation of the research is built by integrating the concepts of social memory by Durkheim, M Halbwachs, P Riker and J Assmann The authors concluded that the current model of the memorial positioning of the events of the Great Patriotic War by the state is built without considering some fundamental laws of the formation of social memory in the context of reproduction and preservation of national-state identity The basic symbols that determine the space of the memorial narrative can be positioned fundamentally, depending on the context of the narrative and the specifcs of the political situation The most important contradiction is manifested in the declaration of mass heroism, and outstanding achievements against the background of the negative positioning of the socio-political are levelled through the negative context within which the previous and subsequent events are described There is a lack of reflection on the expected change in the broadcast formats of the memorial narrative in the medium term at the strategic level.

Abstract

Today about 110 thousand people are learning Russian in Germany, and almost 2 million people are learning German in Russia The apparent contradiction is that if ethnic Germans do not constitute the dominant non-autochthonous group in Russia, then Russian in Germany is defnitely one of the most widespread languages among the residents and citizens of immigrant origin According to some sources, it even takes the leading position in this segment Its popularization can (and should) serve to preserve the ethnolinguistics identity of the Russian-speaking community abroad The Russian language is undoubtedly an effective instrument of ‘soft power’ in Russian policy abroad, contributing to the creation/ preservation of an attractive image of Russia in the international arena, the establishment of economic, academic, and ethnocultural relations, the construction of a comfortable feld of objective information exchange, the development of the ‘Russian world’ in its current large-scale understanding The answer, in the author’s opinion, is unequivocal The success of efforts undertaken by public and academic organisations of our states; the implementation of projects initiated by German educational institutions and offcial institutions in the framework of international cooperation should not only be supported but to a large extent ensured by the Russian side The article gives an up-to-date assessment of the role of the Russian language and Russian-speaking community in the sociopolitical space of Germany in the course of education, integration, electoral and other processes, the activities of certain actors in striving to reverse the frightening trend of losing Russian language and Russian cultural traditions outside Russia, the problems and prospects of the external direction of contemporary Russian language policy.

Abstract

In this article, the author emphasised the absence of stable ideological foundations in the functioning of the Russian elites and the consequences of such a situation both in general and in particular issues of the socio-political life of our country The everyday interaction of the ruling and non-ruling elites (the subordinate and in many respects even the  powerless position of the latter) is viewed as traditional for Russia, having historical positive and negative consequences In particular, the weakening of the political, administrative power and will of the political centre almost invariably provokes an open revolt of local and non-ruling elites against it An increase in friction at the present stage between the federal centre and regional elites is noted, which can potentially have serious negative political consequences The idea is rejected that bring to the fore the achievement of certain economic indicators within the framework of tactical pilot projects devoid of integral ideological foundations The conflict between Russia and the West (the ideology of globalism) the author interpreted as ideological; its material aspects are of a secondary nature In the author’s opinion, this or that form of ideocracy will deterministically prevail in Russia; the only question is what ideology and values will be the basis for it.

Abstract

The main areas of application of digital technologies in the Russian political process are related to the conduct of electronic voting and the use of Internet services for the development of new forms of political participation both at the national level and in the feld of local self-government The growth in the number of Internet users, which has become a steady trend over the past 20 years, creates new conditions for interaction between government structures and society They include both unknown risks of destabilization associated with increased demands on state institutions and reduced confdence in the government, as well as new opportunities for interaction between the state and the public in socially signifcant areas of public administration The implementation in practice of the course outlined by the Digital Economy program and designed to ensure Russia’s competitive advantages, taking into account the global trends of the expectation or the onset (according to various estimates) of the fourth industrial revolution, creates a new context for the development of political processes In these conditions, the author considered electronic voting technologies an integral part of the development of the modern state, and this view is typical, including for a signifcant part of the political elites.

Abstract

The article examines the prospects and limitations of the development of integration processes in the Central Asian region, taking into account several prominent external players in relation to the region — Russia, the United States and the EU (“collective West”) China The chosen topic is relevant for several reasons: the high resource capacity of the Central Asian region, the peculiarities of its geopolitical and geostrategic position, the growth of foreign policy and foreign economic activity of the countries of the region The authors of the article proceed from the hypothesis that the interests of the main large geopolitical players: Russia, China and the West, play one of the important roles in these processes The main problem considered in this article is to what extent the interests of large players coincide or contradict each other and whether they contribute to the interests of Eurasian economic integration The study was carried out using resource-actor analysis, taking into account the peculiarities of the behaviour of foreign policy actors The study identifed the most conflicting points on the agenda of large external players, possible areas for cooperation, and factors, that influence Russian integration initiatives in the region

The article is devoted to determining the correct behaviour, role and tasks of translators working in the political and diplomatic sphere The translator, according to scientists, plays an essential role in communication between people, the development of various scientifc felds from culture to diplomacy and communication This article focuses on the role of an interpreter in the political and diplomatic sphere A translator working in the diplomatic feld has several tasks, and following these tasks, he must comply with certain standards of conduct The article deals with the necessary moral and ethical standards of behaviour and the social and cultural task of the translator in this area This socio-cultural task is essential when communicating with local colleagues, the population, politicians and diplomats As for the social task, the translator contributes to the dissemination and development of social phenomena of one society in another and helps to bring together the views of different peoples by translating their literary and socio-cultural works and creating the necessary prerequisites for establishing political contacts The article focuses on the role of the translation profession in bilateral negotiations, interpretation, and the challenges that professional diplomatic translators face During their investigation, the authors used observation methods, generalisation, interpretation of results, and various articles written on this topic.

The article describes the history of the development of the economy and socio-political relations within the People’s Republic of China during the “reforms and opening up” since December 1978 The article gives a history of the progress of reforms before Xi Jinping came to power The paper examines each leader’s contribution from four generations of the country’s leaders in solving the problems of implementing economic and political reforms The author of the article describes the methods used by the leaders of the Celestial Empire to modernise the country to improve the wellbeing of the population and build “socialism with Chinese characteristic” The article provides a brief description of the achievements and failures in the process of leading the country by Mao Zedong, Deng Xiaoping, Jiang Zemin, and Hu Jintao.

Sustainability of the development of the state characterizes the level of satisfaction of security needs, in decent living conditions of the population, in the realization of the individual’s abilities to work, to creativity, to personal growth, in a comfortable mental-cultural and everyday space, in the provision of legal rights and freedoms of the person, in the stability of the economic, social, political systems of the state In the face of global threats, including pandemics of hazardous infections, such as COVID-19, the modern social state faces the task of preventing the exponential decline in the quality of life of the population with limited budgetary resources, the turbulence of the banking sector, crisis of off-line industries, small and medium-sized businesses The article examines the main state-political measures to achieve sustainable development goals, taking into account the improvement of the quality of life of the Russian population.

Abstract

In 1991, with the collapse of the USSR, ffteen independent republics were formed At the same time, the processes that took place in the late Union influenced the further formation of sovereign power systems in the “young” states Among them are ideological and apparatus factors As a result, having different attitudes towards the collapse of the Union and the parade of sovereignties, all ffteen republics faced the task of fnding their own identity, both national and state-apparatus, and the need to form a personnel policy and build “power vertical” The Central Asian republics were no exception, where, in addition to the above tasks, the question of the influence of the tribalist factor was acute.

Abstract

In this study, we interviewed 295 undergraduate students of the Financial University under the Government of the Russian Federation They were asked to express their opinion on the nature and content of a healthy lifestyle and determine the changes in their health and lifestyle during a pandemic The main results of the research include the following conclusions: frstly, there is no clear understanding of the essence and content of the concept of a healthy lifestyle among students; secondly, students are generally satisfed with the state of their health (physical and psychoemotional), but at the same time they realise that they do not care enough about it; thirdly, the negative impact of the pandemic on the lifestyle of students was expressed in an increase in the number of meals, an increase in the frequency of smoking and consumption of alcohol Using this information, the authors developed several recommendations to improve the University’s social policy in the feld of a healthy lifestyle, according to international experience.

World practice shows that, without encountering opposition, corruption is steadily growing in volume Therefore, the strategy of the permanent fght against corruption is recognised as the most effective in modern conditions The formation of an anticorruption consciousness of state and municipal employees in this context is directly affected by a wide range of measures, the practical implementation in conjunction with the applied methods of implementation, which are the mechanisms for forming anti-corruption consciousness Of course, such a format involves tightening control over the activities of employees at all levels of public authority since anti-corruption mechanisms as illegal actions should have the necessary stimulating effect This article highlights and examines the concept of “anti-corruption consciousness” and presents the analysis of the essential components of the anti-corruption consciousness of state and municipal employees from various positions and the mechanisms that form it The enlarged groups of such mechanisms are determined based on the use of political means, and the need for clarification and further scientifc development of certain categories is emphasized.

The article considers the prospects for developing a methodology for analysing sanctions as a factor of political risks Given the relevance of sanctions as a phenomenon in Russian politics and political science, it is evident that there is a need to measure and manage such a risk factor The development of the methodology considers existing results from other areas of knowledge, including compliance management The author concludes that the indicators of sanctions risk should be selected considering whether the studied country is the object of sanctions or not In addition, the analysis of sanctions is possible both in an independent format and as an addition to existing methods.

In this article, the author considers the influence of migration processes on the organisation and conduct of elections to the State Duma of the Russian Federation of the VIII convocation The migration agenda can influence the electoral campaign in the context of two main vectors — the direct influence of migrants on voting and the factor of the impact of migration processes on the public opinion of voters from among the representatives of the old-time population In addition, the study examines the positions of political parties and actors regarding migration processes in the context of the formation of a general discourse of their election programs — both parliamentary and non-parliamentary Particular attention of the work is focused on the situation in the unrecognised republics of the South-East of Ukraine, the population of which is actively acquiring the citizenship of the Russian Federation and, accordingly, will be able to directly participate in the elections of the deputies of the lower house of the Russian parliament.

Authors studied instruments of motivation of young specialists to serve because the attraction of such specialists plays a signifcant role for the state We described it in detail in the introduction There is an analysis of actual mechanisms to attract and retain young professionals to serve in the central part Moreover, it shows examples of career maps for HR specialists that the authors develop The analysis of sociological research is conducted to know the unique motivation of MSU students to serve or not and identify the level of their awareness about career opportunities of civil service In conclusion, the authors present recommendations and plans that can enhance civil service image in the eyes of students and young professionals, increase their awareness about career opportunities in civil service and motivate them to serve and send applications to internships in government bodies.

This article aims to show that presentation is one of the ways to implement peer learning by demonstrating aspects of self-organization and dialogue, which are absent in the most stable classroom pedagogical teaching model The author discussed the public speaking practice using presentations in the study of a foreign language as an opportunity to apply the method of mutual learning in the digital age, including in the context of distance learning The paper also analyses the available software applications for developing presentation skills and engaging the audience in discussion The experience of working with students in a non-linguistic university on presentations is described as an example of mutual learning, demonstrating aspects of self-organization and dialogue.

The consciousness of individuals and the masses becomes the object of influence on the part of both political elites and political technologists In this context, the topic of the group, including ethnocultural, self-identifcation of the individual, becomes relevant This question was considered in the works “Psychology of Peoples and Masses” by Gustave Lebon and “Escape from Freedom” by Erich Fromm One of the latest trends in the impact on the consciousness of individuals and the masses is the “consentient war”, that is, the war for consciousness Group consciousness leads to the deindividualisation of individuals However, its value can be ambiguous On the one hand, the individual feels the integrity of his personality On the other hand, as he is in a cultural society, however, he often has to be guided by ethnic values even if they do not correspond to his semantic attitudes This issue was considered in the works “The Psychology of Nations and Masses” by Gustav Le Bon and “Escape from Freedom” by Erich Fromm The United States today seeks to merge cultural patterns through globalisation The fnal step towards achieving this goal is control over the Heartland, the Russian Federation’s centre One of the newest trends in the impact on the consciousness of individuals and the masses is becoming “consciential war”, that is, a war for consciousness Group consciousness leads to the deindividualisation of individuals.

Abstract

This article examines the history of cultural interaction between the peoples of Russia and Armenia An attempt was made to comprehend and analyze the emergence of prerequisites for close cooperation at the level of creativity and interpersonal relationships Various cases are considered, demonstrating the diversity, multidirectional and multi-vector cross-cultural communication of peoples, which has naturally formed over the years and remains relevant up to this day A specially selected sample of examples was used, based on different chronological periods and capturing differentiated areas of art In addition, we studied examples of successful personalities and cult persons who changed their ideas about the profession they were engaged in This feature of the sample was necessary to emphasize the nativeness and familiarity of the participation of representatives of one nation in life In particular, the opinion was voiced that such a specifc characteristics should be taken into account in the geopolitical context of building the communication of states Its absence in the feld of view of the subjects responsible for making tactical and strategic decisions at a long distance can have an extremely negative effect, levelling the efforts to disseminate “Soft” power on a geopolitically important neighbor.
