TOWARDS THE 105TH ANNIVERSARY OF THE FINANCIAL UNIVERSITY

Abstract

The special military operation in Ukraine, which began on February 24, 2022, made the subject of ideological education of Russian youth and the country’s population as a whole actual and inevitable. This event clearly showed that a large gap has appeared in the ideological education and patriotic upbringing of the Russian population. It is impossible to fill that gap without having the appropriate tools and mechanisms to influence the minds of people, especially young people. Decree of the President of Russia V. V. Putin No. 809 of November 9, 2022 “On approval of the fundamentals of State policy for the preservation and strengthening of traditional Russian spiritual and moral values” is destined to fill the ideological vacuum that had been formed immediately after the liberal democratic revolution in Russia, which took place in the early 90s of the last century. The ideological university course “Bases of Russian Nation-building” should play a special role in solving the problem of the ideological patriotic education of Russian youth. Such basic factors as the global mission of Russia, the historical experience of the nation, the level of development of society and the state, relations with the outside world should be the main ones during developing the ideological course.

Abstract

The article presents the results of an empirical study of the patriotic agenda in the information flows of the largest Russian universities. The relevance of the study is determined by the set of global socio-political challenges facing the state at the current stage of development. Based on modern methods and tools of social media analytics, the authors determine the basic characteristics of thematic information flows in social media and make a comprehensive assessment of their effectiveness in interacting with target groups of students. Based on the results of the study the authors differentiate contexts and discourses regarding the level of engagement and personal involvement of young people in patriotic activities, as well as achievement practical results in such work. The main directions for improving the information work of higher educational institutions as subjects of formation and promotion of patriotic information flows in the new media should be focused on systemic activities that simultaneously consider the current external contexts and the needs of student youth.

Abstract

As a result of the social development, which includes the formation of new information fields and forms of interaction, the discussions on what principles and components should form the basis of activities aimed at the education of young people, carried out at different levels of training and education on the basis of educational organizations, become particularly relevant. In this context, researchers have paid special attention to the competence-based approach, the essence of which is a comprehensive elaboration of young people’s skills and abilities that can be applied in the conditions of a dynamically developing society.

The purpose of the work is to analyze existing forms of a competencybased approach to the building up of knowledge and skills of young people on the basis of educational organizations, as well as to develop recommendations for the further structure of the system of upbringing and education. The research was carried out using general scientific and special scientific tools such as the dialectical approach, methods of deduction and induction, as well as graphic interpretation.

Methodology. The works of foreign and domestic scientific schools devoted to the study of methods for developing competences among young people at different stages of upbringing and education were used as sources.

Results. The authors present a model for the development of social competence of young people and formulate recommendations aimed at further improving the quality of methods.

Abstract

The article analyzes the transformation of the state in context of dataism. Dataism is a paradigm that (1) recognizes the crucial role of data in policy preparation and evaluation, (2) considers all systems as a structures of data exchange between decentralized agents for coordination and collective decision-making. In context of dataism the state implements information incentives through data policy to receive feedback from citizens and businesses in the form of engagement in management, value creation, production of local innovations. Dataism transforms the state in a swarm of political agents, where collective decision-making becomes possible through data exchange. The swarm model requires effective data management as the creation of organizational, regulatory and infrastructural conditions for the use of the data in policy implementation. The article presents a comparison of the data management results in Russia and different groups of countries within the framework of the global data management map. Russia has significant results in regulatory and structural measurements of data management, but additional solutions are needed in participatory and accountability/transparency measurements. The directions of improving data management in Russia include open data policy, transparency of automated systems, crowdsensing; intersectoral data exchange.

Abstract

This article is devoted to the problem of adapting the higher education system to the new realities of introducing artificial intelligence into everyday life. The author proposes new constructs in communication between teachers and students, based on the use of modern research and development tools (neural networks, big data, artificial intelligence, etc.), which make it possible to improve the mastery of the material with minimal losses due to obsolescence and a decrease in the relevance of the proposed studying courses. Thus it maximizes the competitive advantages of university graduates who acquire competencies that are in high demand in the modern world.

Abstract

With the development of new communication technologies, as well as ways of mentally influencing the audience, a new type of military conflict has emerged —  the information warfare. The main emphasis in the information warfare is not on inflicting physical violence on the enemy, to bend him to your will, but on the total ideological impact and information suppression of both the enemy army and the population. During such a war, it is information superiority in the media space which actually determines who will be the culprit of the war, and who will be the winner, who will act as the aggressor and who will be the victim, who deserves all-round condemnation in the eyes of the world community, and who needs all-round support. At the same time, the information support of a military conflict determines the mood and therefore effective support for one’s own army and population, in addition it pants into the heads of soldiers and the broad masses of the enemy country the idea that their actions are wrong, thus spreading depression and passivity among them. That is why the ideological basis of the information warfare today plays a key role in its preparation, conduct and consolidation of the results in the spiritual values of the society after it ends.

Abstract

This article continues the analysis of gaming from the perspective of I. Hoffman’s concept of everyday gaming. The referent social images formed in games and the emerging conflict between corporations and players are also considered. The work examines the situation that has developed in the Russian market, in particular, the bans on the part of Western corporations introduced in 2022 and Russian prospects for the formation of a full-fledged domestic gaming environment. The author notes that the gaming community has found itself being unprotected from the influence of corporations, social science is not able to comprehensively explain gaming as a specific social institution, and large-scale wars are unfolding in the information field for the possibility of broadcasting one’s own values. Gaming research is a new and promising direction for further research.

Abstract

The article provides a brief overview of various aspects of research into subjects of political communication, analyzing their key characteristics and distinctive features. The authors introduce their own typology of political communication through the construction of a vertically integrated communication matrix. The key characteristics of each type of political communication and the main subjects of communication, their goals and degree of nativeness are described in detail. In the course of the study, the authors come to the conclusion that the leading role in the subject matrix is played by the dominant type of political communication, where the main actor is the highest official of the state.

Abstract

The all time moral value measurement of the national security of the state is the mobilization spirit of the people, the willingness to live and act for the benefit of their native country. This can be achieved through effective patriotic education of young people. In scientific and methodological sources, the process of understanding the concept and phenomenon of “patriotism” almost never ends. The ideas and conclusions of researchers from different historical periods and scientific areas are extremely different, as well as the assessment of the practical significance of patriotism for the functioning of the political system. The conduct of the Special Military Operation in Ukraine and other current political events have spured Russians’ interest in patriotic discourse. One can keep complaining about the lack of terminological unity or the lack of modern empirical studies of patriotism, advocate for funding public organizations that promote patriotic ideas in society, but, from the author’s point of view, without real, legally fixed social guarantees for people who have given themselves to the service of the Motherland, all the beautiful-hearted panegyrics will remain nothing more than good wishes and an abstract thought. Patriotic actions, lessons of courage, poems and songs dedicated to the Motherland and its defenders will have an educational effect when people who have dedicated themselves to serving the Motherland, regardless of the current political situation and ideological framework, will remain a significant and respected part of society.

Abstract

The article provides examples of anti-sovietism motivated sympathies of Western political circles for fascist-type regimes in the interwar period. It is concluded that in order to combat the falsification of history and the distortion of information through the memory and identity politics implemented by a number of states, it is necessary to study and widely publicize the historical, socio-political and diplomatic circumstances of the policy of Western countries on the eve of the Second World War. An important condition for the fight against falsification of history and tendentious coverage of historical facts is to identify the real essence and conditions for the emergence of political regimes of the fascist type in a specific historical context, as well as to counteract attempts of modern interpretations of the essence of fascism, taken out of context and dictated by the tasks of the current political situation, propaganda and information warfare aimed at distorting the historical role of the Soviet Union and undermining the “soft” power and value sovereignty of the Russian Federation as a successor state.

Abstract

The present article is devoted to important questions of implementation of the language policy of the Russian Federation both inside and outside of Russia, particularly in the post-soviet countries. The relevance of the study is due to the Federal Law “On Amendments to the Federal Law “On the State Language of the Russian Federation” that came into force on February 28, 2023 The work formulates the problems of implementing the state language policy in a number of Moscow universities and discusses ways to solve them. As a result of summarizing empirical experience the article makes the conclusion that at present the Russian language in its state capacity can be taught to the citizens of the Russian Federation in the “Stylistics” block of the “Russian Language and Culture of Speech” course. In turn, the tasks now facing teachers go beyond teaching students to read documents; the discipline is evolving towards national selfidentification by native speakers. Also the authors raise again the issue that the linguistic definition of “state language” is underdeveloped. The work summarizes the experience of a number of Moscow universities in developing the export of education abroad.

Abstract

The article is devoted to the study of the evolution of the term «humanism». It is noted that humanism is a rather ambiguous term and domestic scientific thought treats it ambiguously. It is emphasized that humanism, as a cultural and historical phenomenon, has undergone a complex path of evolutionary development, taking various forms and shades. Each historical era brought its own, time-appropriate content to this concept. The author points to the fact that humanism as ideological movement is born in ancient times, but the term itself began to be used in the philosophical lexicon only in the nineteenth century and represented a peculiar type of mindset, a unique moral principle that began to dominate the spiritual sphere, whereas in the twentieth century it encompassed all spheres of society. It is concluded that at the present stage of civil development, where man has become a prisoner of the global socio-anthropological crisis, humanism should be turned into an ideology on a planetary scale.

Abstract

The article analyzes the impact of anti-Russian sanctions on the image and perception of the Russian Federation in the global political landscape. The consequences of sanctions on Russia’s current image and the potential long-term impact on its international reputation are considered. The imposition of sanctions is viewed as a step that has far-reaching consequences for Russia’s perception on the world stage, but so far it has had a limited practical effect. The measures taken by Russia in response to the sanctions pressure are considered, they are the search for alternative trading partners outside the Western world, investment in import substitution and the development of domestic industry. The effects of sanctions on the Russian economy are analyzed, the latter due to these measures has turned out to be in general more stable than it was expected by Western countries. Special attention is paid to the new opportunities for international cooperation that have opened up for Russia after the imposition of sanctions. The strengthened partnership relations of the Russian Federation with a number of non-Western countries that share Russia’s positions on key geopolitical issues are considered. The potential of these new ties for strengthening Russia’s international position and its role in shaping the new world order is analyzed.

Abstract

The relationship between the federal center and the subjects is built on the basis of a centralized personnel policy. Pursuing a specific goal, the federal center appoints the heads of the subjects. The article examines the main channels for recruiting governors to the regions, the nature of the appointments of the heads of the subject, their professional activities before taking office as the head of the subject. The results of the new policy of the federal center regarding the appointment of regional leaders and their main tasks for pursuing a balanced policy in relation to each subject are analyzed.

Abstract

Currently, the problem of studying and developing place branding is acute. It helps the territory become attractive in the eyes of investors, tourists, and entrepreneurs, which helps to increase local budget, develop the territory’s infrastructure and in general push the standard of living up. The practice of place branding is constantly changing and improving; there is no single recipe for its development, which gives a reason to a profound and more extensive study of it. The fragmentation of approaches to place branding as a process does not make it possible to come to a single definition. At the same time, relative unity is observed with regard to the purpose of branding. Most see it as attracting people, material and monetary resources, etc. to the territory. In order for the territory’s brand to develop successfully, to attract investors, to reduce the number of residents leaving, to increase the number of tourists and entrepreneurs, and to improve the overall infrastructure, it is necessary to work on it consistently.

Abstract

The geopolitical changes in relations between Russia and the collective West as well as the sanctions imposed against our country have provoked a turn of Russian business towards Asia. In this regard, it seems relevant to study the prospects for international cooperation of Russian companies with friendly countries in the Asian region, with India in particular, who is a strategic partner of Russia and rates in top five in terms of GDP. The purpose of the study was to analyze trends in India’s strategic development and the experience of implementing joint Russian-Indian projects in order to identify promising sectors of the Indian economy for Russian expansion. The authors have identified the most promising areas for Russian-Indian B 2B cooperation as following: logistics, energy, chemical and petrochemical industries. The results of the study may be useful to Russian organizations when developing an expansion strategy for the Indian market.

Abstract

The article is devoted to the comparison of the spiritual and value foundations of the cultures of Russia and China. In view of the current geopolitical situation, these countries are increasing cooperation in a number of areas, including the development of physical education and sports. The authors show the profound difference between cultures on the example of the concept of nurturing life and the idea of life as every hour shrinking resource. The article provides a brief overview of the legislation of these countries in the field of physical education and sports. The authors come to the conclusion that health as a politically neutral, universal, human value is a foundation that can serve to unite societies.

Abstract

The dynamics of the housing construction industry can be seen as an indicator of the level of social and economic development of the country. The attractiveness of residential real estate is largely determined by price availability for the population. However, it is important to consider demographic factors. Therefore, the study assessed the effects of migration, along with parameters such as salary dynamics, mortgage lending and construction volumes of the Russian Federation. The purpose of the study is to justify the importance of migration dynamics to change the value of residential real estate. The subject of study is the existence of dependence of migration processes and pricing dynamics taking into account additional parameters of the country’s economy. The object of the study is pricing in the residential real estate market in Russia. Research methods are vector autoregression models (standard and Bayesian ones). Monthly data of official statistics for Russia for 2011–2021 as well as scientific articles and published studies of employees of the Bank of Russia were used as the information base. The initial hypothesis of the study is that the factor of migration significantly affects the final indicator of the cost of housing. The analysis made it possible to determine the importance of factors that have a sustainable long-term impact on the dynamics of prices in the residential real estate market.

Abstract

At the beginning of the 21st century. Northeast Asia has become one of the centers of economic development and growth. There are many reasons for this. One of the main ones is the rapid growth of the economies of China, Japan, South Korea, and Taiwan. Thus, China has become the largest economic force in the region. Japan and South Korea have powerful industrial and technology companies that successfully compete in the global market. In addition, Northeast Asia has a high level of education and science, so China, Japan and South Korea are investing in scientific research, which attracts highly qualified specialists to these countries. Across the Pacific Ocean from Asia, on the North American continent, Canada has a strong economy based on industries such as natural resources, manufacturing, finance and innovation. As part of this study, the author examined the reasons for the migration of Mongolian residents to South Korea and Canada.

Abstract

This study is devoted to the analysis of the current state of Russian-Moldavian relations. The key events of recent years that influenced bilateral relations are examined: the coming to power in Moldova of a pro-Western establishment led by Maia Sandu, the adoption of a law on changing the state language, the gas crisis and the dispute over the debt for Russian gas supplies. It is noted that the new Moldovan leadership is pursuing an openly anti-Russian course aimed at rapprochement with the EU and Romania. This leads to cutting back on economic and humanitarian cooperation between countries. Tensions in the energy sector are rising. The author comes to the conclusion that Kishinev’s actions cause serious damage to bilateral relations. Restoring a constructive dialogue requires adequate steps on the part of the Moldovan leadership, which they are not yet ready for.
