Abstract

The article presents the materials of the inter-university roundtable “Destructive Information and Psychological Impact on Russian Youth in Social Media”, which was held on the platforms of the Center for Political Studies of the Financial University under the Government of the Russian Federation and the Federal Research and Methodological Center “Philosophy of Education” on 6th of March 2023. The paper identifies the key challenges which Russian youth faces in the context of global information confrontation. The largest information operations aimed at young people have been analyzed, the article identifies also the regions targeted by such information influence, and social and political risks that are caused by the controlled attacks on Russian society. The participants of the roundtable paid special attention to the existing technologies of countering information influence and to the measures taken by public authorities and civil society institutions to limit its negative effects.

Abstract

The article discusses the ways to counteract the threats to the national and cultural identity of Russian citizens, preserve and protect the identity of the people of Russia in terms of improving the management mechanisms for monitoring and controlling the progress and results of strategic planning in the field of culture, the implementation of priority tasks of the national state cultural policy and national security policy. The study analyzes the concepts of “all-Russian cultural identity”, “cultural sovereignty”, “problematic situations (conflicts) in the cultural sphere”, gives original authors’ definitions and classification of conflicts in the sphere. The development of management tools for monitoring problem situations in culture is considered as an important element in improving the system for assessing the effectiveness of the coordinated work of government and administration bodies, state organizations and civil society institutions in the field of protecting traditional Russian spiritual and moral values, culture and historical memory. Monitoring problematic situations in the sphere of culture will contribute to an objective determination of the Russian nation’s identity protection degree as well as the national and all-Russian cultural identity protection degree and indirectly characterize the actions (inaction) of public authorities in matters of protecting cultural sovereignty and national interests.

Abstract

This paper examines the importance of enhancing policies of technological sovereignty and demographic growth in order to increase the economic power of the state, which is a key condition for success in the geopolitical confrontation with the United States and NATO countries. The article uses specific and general analysis methods, comparison and analogy method, scientific works of researchers who consider the issue of import substitution and demography, interviews and speeches of persons holding public office, as well as the author’s empirical observations of the processes of public administration in these areas. Having considered the issue, the author has come to conclusion that to ensure the parity of the Russian economy with the world leaders, it is necessary to focus on the development of domestic high-tech production. Moreover, it should be combined with a change in the approach to the solving of the demographic problem by focusing on the resettlement of citizens in the framework of individual housing construction.

Abstract

The article presents a study of the phenomenon of “russophobia” considering it as a tool used by Western countries to falsify the results of the Second World War as well as the contribution of the Soviet Union to the overall victory over the Axis countries. In the study the author presents the reasons for the implementation of this information warfare. The study gains extreme relevance as the spread of Russophobia, as well as the rewriting of the results of the Second World War, which downplays the role of the Soviet Union in the victory over Hitler, directly affects the level of national security of modern Russia in a negative way. At the end of the article the author presents effective methods of combating the spread of Russophobia which are based on modern research on this topic.

Abstract

In recent years, Central Asian countries have faced serious food security challenges due to the frequent occurrence of extreme weather events, the impact of the new epidemic, high energy prices and social unrest in some regions. The Russia-Ukraine conflict that broke out in February 2022 has caused the increase of food prices, the disruption of food supply chains, and the shortage of basic agricultural resources such as fertilizers. In general, the Russia-Ukraine conflict has increased the difficulty for Central Asian countries to cope with food security challenges. In response to the multiple challenges posed by the Russia-Ukraine conflict, Central Asian countries have responded respectively in three dimensions: short-term, mid-term, and long-term. Moreover, Central Asian countries manage proactively food security risks in accordance with the “three-steps” strategy, which includes active participating in international food cooperation, vigorous development of agricultural modernization and reforming based on securing domestic food supply. In order to improve its own domestic food security, China can build on the existing partnerships with Central Asian countries, learn from their experience and continue to deepen mutual agricultural cooperation. Furthermore, China should also seek new development opportunities arising from the Russia-Ukraine conflict, and jointly address potential food security problems with Central Asian partners.

Abstract

The article discusses the representation of Russian companies in domestic and foreign ESG ratings. The authors analyzed the methodology features of 6 foreign and 11 Russian ratings. A top list of companies has been compiled using databases, this list is based on the consolidated ratings as well as on a separate assessment of the companies. The analysis of the Russian market showed the predominance of the raw materials companies in the top place. This result could refute the opinion that these companies are the main opponents of the pro-environmental agenda. The authors of the research paper come to the conclusion that the introduction of ERP principles is inevitable for Russian companies, as it contributes to the achieving the national development goals of the Russian Federation.

Abstract

The article discusses the influence of the “new generation” governors of Russian regions on the level of investment development in the federal subjects through the analysis of personnel appointments to the regions by the Federal Center. The author analyzes the personnel policy of the Federal Center and the policy of governors in the subjects after their appointment. The biographies of governors is also taken into consideration in order to identify the nature of the policy pursued. The author comes to the conclusion that the leaders of Russian regions influence the level of socio-economic development of the regions and increase the level of investment development through the policy they pursue in the subject.

Abstract

The article presents the results of the authors’ research on the state of analytical competencies among modern managers. The following research methods were comprehensively used in the study: traditional document analysis, expert survey (questionnaire), situational analysis, testing and participant observation. Employees working in the The Crisis Management Center of the Main Directorate of EMERCOM of Russia in Moscow were involved as respondents. The study showed that the experts who had been interviewed believed that they had poorly formed analytical competencies. It was also revealed that the interviewed experts understand the importance of analytical competencies and the need for their formation. Basing on the data from the study the authors conclude that the majority of modern officials need analytical competencies. This means that their managers should give them opportunity to improve their skills in this direction in a timely manner.

Abstract

This article discusses the ways of politicization of the ethno-tribal component in Sudan. And it proves that the manipulation of these factors by political actors contributed to the emergence of conflicts and instability in the country. The author analyzes the historical context in which ethnicity and tribalism were first politicized in Sudan, and how these factors were used to justify and perpetuate various forms of violence and discrimination. Finally, the author comes to the conclusion that in order to resolve ongoing conflicts, Sudan needs to focus on solving the main problems that underlie them — inequality and marginalization.

Abstract

Against the backdrop of the current socio-economic and geopolitical situation caused by the conduct of a special military operation, issues related to maintaining the internal political stability of the state acquire a special role, attempts to undermine which are being intensified by interested forces using various technologies, including by mobilizing the protest activity of the population. In the article, the author considers some technologies for counteracting the growth and mobilization of the protest activity of the population, which are currently used in Russia, and also, based on the results of the analysis, considers the problems and prospects for the further development of this area, taking into account the existing features of the functioning of the system and the institutional problems that have been revealed.

Abstract

The article discusses the issue of current value perception and value orientations in Hollywood Animation Industry, especially its features and dynamics. Moreover, the paper provides the analysis of an ideal hero and the national idea concepts that affect the mass consciousness and collective thinking through their representation in the film industry. This analysis is based on cult films of various directors. Examples of manipulative technologies employed in Hollywood films and their consequences are also provided and analyzed. In addition, the article discusses the aspect of the commercial success of films and the dependence of the box office revenue on the opinion of film critics, press screenings and received film awards in the XXI century.

Abstract

Subject. The problem of developing “soft” skills of recent graduates is acute in some areas of business. According to employers, young employees may have a high level of knowledge, but a low level of soft skills. The article considers the primary results of the pilot year of the project “Assessment and development of managerial competencies in Russian universities” (“Competence Centers”). The following competencies were assessed: information analysis; partnership and cooperation; planning and organization; result orientation; stress tolerance; following rules.

Goals. Describe cross-professional competencies among university students; reveal links between different soft and hard competencies in university students.

Methodology. The sample consisted of 28,933 students from 51 Russian universities. The following instruments were used to assess students’ soft skills: The Universal Personality Questionnaire, The Resilience Questionnaire, Tests for the analysis of numerical and verbal information. The analysis included correlational analysis, t-test and descriptive statistics.

Results. The competencies “Stress resistance” and “Result orientation”, “Planning” and “Stress resistance” are strongly positively related (correlations are from 0.75). The competencies “Result orientation” and “Following the rules”, “Stress resistance” and “Following the rules” are negatively related (correlations are from — 0.22). The Information Analysis competency is not related to other competencies. The 4th year students show a higher result in “Information Analysis” and “Following the Rules” than the 1st year students.

Conclusions. We describe differences in cross-professional competencies among students of different years of study and discuss possible explanations for these differences.

Abstract

The modern scientific field is developing through emergence of applied theories and middle-level theories, the number of which is large due to the diversity of cases and analyzed phenomena. All this creates the need for a typology of concepts proposed by researchers, which actually performs two tasks. First, the typology allows to present the developed tools and applied theories in a format convenient for practical use. Secondly, it makes it possible to reflect current trends, which have a connection with the state of social relations at a particular moment in time. The article presents the typology of modern Russian and foreign management models based on the quantification and logic of digitally oriented theories of management.

Abstract

Family entrepreneurship as a social phenomenon, as a type of employment and economic activity of the Russian family remains a poorly studied issue of sociological analysis and sociology of entrepreneurship. The author of this article guided by the principle of historical continuity analyzes the phenomenon of family entrepreneurship as a type of economic activity from the viewpoint of theoretical positions of J. Schumpeter, N. Kondratiev, F. Knight, F. Haiker and I. Kirzer. At the same time, the author synthesizes an economic approach with a sociological one on four theoretical and methodological grounds: family entrepreneurship as a social phenomenon of economic development; as a type of labor activity; as a form of group economic behavior of a small group and as a type of labor education of children, their integration into the economic activity of the family as a whole. From the conceptual standpoint of gender sociology and the new world order, family entrepreneurship is presented as a type of gender-neutral entrepreneurship in which all family members can participate, regardless of gender, but with varying degrees of involvement into the family business. The empirical data for the analysis is based on the results of applied sociological research of the Scientific School “Gender Economic Sociology” of the Financial University under the Government of the Russian Federation, on the one hand, and the Russian Chamber of Commerce and Industry, on the other.

Abstract

The article discusses the socio-philosophical views of E. V. De Roberti, who was the pioneer of the neo-positivist trend in Russia. De Roberti is a recognized theorist of socio-philosophical thought, whose sociological system was based on the “biosocial hypothesis”. This hypothesis had a huge impact on philosophers and sociologists who supported the organic theory as well as on those who supported the psychological approach, thus it violated the internal unity and consistency of their teachings. The work of E. V. De Roberti is an era in the development of the social philosophy of Russia during the pre-revolutionary period. The works of the Russian scientist have not lost their historical and scientific significance even today. Moreover, they are still a brilliant example of broad erudition and a relevant source of ideas. His life is an example of how a scientist can carry out his civic duty. These all are the things that are so necessary to preserve continuity in the development of Russian philosophical thought.

Abstract

The article analyzes the operational documentation of the Police Department and the Moscow Guard Department, concerning topics related in one way or another to the Russo-Japanese war of 1904–1905. The authors consider the controversial issue of drafting reserve officers, who served as policemen, into the army; officials’ correspondence on the issue of double salaries of police officers who had been drafted to the front. The article includes reports from the heads of local investigative agencies about those who allowed themselves anti-war statements. The documents analyzed in the article are kept in the funds of the State Archive of the Russian Federation — 102 (Police Department) and 63 (Moscow Guard Department). The documents of the 58th fund (Moscow Provincial Gendarme Department) and 124th fund (Criminal departments of the first Department of the Ministry of Justice) were partially used.
