Abstract
In the article it is proved that the research of the influence of the post-communist transformations on the dynamics of the political participation should be conducted on three levels. To carry it out it’s necessary: 1) to consider the general characteristics of the political systems in all pos-communist societies; 2) to single out the peculiarities typical only to countries of the former USSR, 3) to consider the national context of the problem. The main factors which determine the tendencies of the development of the political participation are as follows: political traditions, the structure of the elite and its orientation on the “European style” of behavior, the character of functioning of the political institutions, riskogenics of the decisions taken. The further research of the specificity of the structures of political possibilities and socio-cultural context typical for some countries in the post-communist world will enable the researchers to explain the dominating types of citizens’ political participation under the conditions of the concrete society.

Abstract
The deceleration of socio-economic development, which has been evident of late years, clearly points to the limited possibilities and the lack of effective functioning of domestic power and management institutions. The country’s development strategy in the medium-term and long-term perspective, proposed by them, has not allowed to set the economy on a sustainable growth path. In this connection, the identifying of main causes and mechanisms that have determined this development, as well the search of the ways of resolving appeared problems becomes actually. This research paper deals with the regularities, the phenomenon of antidemocratic entropy of management institutions. The objective factors of concentration of administrative resources are established, the states oriented to the providing protection to democratic structures of management from subordination to local interests of certain social groups and entities, are formulated. Established are the certain states ensuring effective guarantees against the anti-democratic transformation management institutions.

Abstract
The article explains that the social and humanitarian understanding of technology is replacing a prevailing scientific-production concept of the technology as a process of applying the methods, ways and means of transformation of matter, energy, information for making things, material handling, assembly products. The humanitarian aspect of communication in the conditions of formation of the information society is that it is a creative process of managing the masses by means of information and communication tools. Technologies altered state of mass consciousness have a special place among these technologies.

Abstract
This article discusses the professional deformation personality specialist as a result of the participation of self-justification or intend to participate in economic crimes. Also discusses self-justification participants exploitative economic relations: those who “operate” and those who “operate”. It is noted that the meaning of our self-absolving like to minimise the distress and doubt a mentally deranged person, especially in a context where such deformations are not only individual, but at least the Group (and sometimes-and public).

Abstract
The authors develop methodological analysis of drawing humor, closely linked to the general sense of humor (which has both common and different features in different cultures and historic epochs). Drawing humor is represented as a special kind of metaphor hinting on various types and examples of human behavior and relationship. Being a kind of genuine art drawing humor can influence everyone and stimulate serious reflection on many social problems. A set of concepts permitting to give analysis, interpretation and better understanding of drawing humor (in particular “field of interpretation” and “counterfield”) are proposed, substantiated and applied to concrete examples.

Abstract
The article considers the sociological analysis of public sentiment and patterns of behavior or Russian youth. Based on the research data, the attitude to the political course of the state leader is determined. The author uses the concept of generations to consider the dynamics of social change in the youth. The article gives a detailed description of so-called “Generation Z”, of the special conditions for the formation of its life experience and psychological attitudes. The author notes the fundamental changes occurring in the youth’s communication channels and the level of trust to sources of information. Immersion of youth in the Internet and social networks is considering as a reality of the way of life. Overproduction of information causes the production among young people of the special ways of mastering media streams. The value orientations of generation Z create the potential for mass change of political sentiments from indifferent to radical. The activators of the public sentiment are public expenditures (Social, ethno-confessional, identity, “center-periphery”, “West-Russia”) and a number of factors, including the demographic trends, the social environment of megacities and the state of youth policy. Abstract
The article presents the results of testing the model of the relationship between political power and business in modern Russia. Regional models are constructed on the basis of analysis and comparison of political and economic materials of statistics 2009-2011. Typical regional representatives of model groups are tested on the basis of similar data for 2012-2014. The average arithmetic indicators of the exchange of personnel, financial, legal, symbolic resources were investigated. The results of testing confirmed the correctness of the initial model distribution of regions by groups.

Abstract
Despite the high scientific interest to the problem of satisfaction of the population medical services, a systematic study of consumer behavior and their satisfaction is expected and received medical services on the basis of generally recognized criteria and standards at the present time practically not possible. The validity of the assessment of the Russian population quality of medical services in the conditions of social transformation and the reform of the health system depends largely on interrelated and considered together political, socio-economic, historical, cultural etc. factors have a direct impact on the process and outcomes evaluation. This causes a need of systematization of the objective and subjective quantitative and qualitative indicators characterizing the process of provision and consumption of medical services, and development of methodical approaches to the assessment of the quality of medical services to the Russian population for use in the practice of the modern Russian health care. The article discusses the results of research works performed in 2015-2016 at Finance University under the government of the Russian Federation under the State assignment of the Government of the Russian Federation, devoted to the study of the quality of Russian public health services in conditions of social transformation and health reform.

Abstract
The problems associated with migration, first of all, the difficulties with the integration of migrants, are relevant for many modern states. The article analyzes the results of a comparative cross-country studies. It is revealed the degree of readiness of the European population and population of the poorer countries outside Europe to accept migrants. It is noted that the vast majority of respondents encourage the control of migrant’s influx. It is stated the population of European countries’ attitude to migrants is closely related to their race and national origin. It was set out that the population of European countries shows a relatively low degree of readiness the reception migrants from poor countries. It brings to light the respondent’s notion about the impact of migration on living conditions in the country of residence. It is stated that the willingness of the population to accept migrants is closely related to respondents’ perception of the impact of external migration on living conditions in the country. In general, the more optimistic assessment of the migration impact on the life of the country, the more likely respondents demonstrate a willingness to accept migrants.

Abstract
The article reviews the present-day educational system in Spain in the context of political socialization. The author considers political socialization as knowing of one’s place in the world and role in the society, the politics and the state which is being formed during all stages of education from the school to the final years in the university or college. The influence of education in the process of construction of identity as a subject of politics is significant if not primary. The main problems of school education in Spain are the descending level of knowledge, the high unemployment rate among school leavers, the increase of liberality in the system of education which leads to the decrease of the general knowledge rate and of the political and community commitment of the youth and to the unreasonable distribution of salaries. The system of high education in Spain has been looking for the optimal educational model after the country joined Bologna process. At the moment, it is being discussed which model is the most effective one: the 3+2 (3 years of bachelor degree course + 2 years of master’s program) or the 4+1. Another issue caused by Bologna process is the tendency to universalize educational process: educational models, curriculums, programs and textbooks. In case of STEM disciplines and foreign languages teaching it is possible to create a unified curriculum, but teaching of history and politology is closely connected to the historical and political context of the specific country. Educational tendencies deal with the highest possible integration of technological means into the educational process, sharing experiences and cooperation of educational institutions in different countries. In the new educational model, that is the learner who is in the forefront together with his abilities and objectives, which changes the priorities in the educational process attributing more importance to the individual approach. The education of the 21st century is aimed at forming a competitive professional and a politically active citizen.

Abstract
Technique of determining the parameters of Russian integration activity towards Central Asian States (1992-2009) has been described. The specific of modern integration process has been characterized. The author has drawn up tables which demonstrate the dynamics of foreign political contacts between representatives of different levels of the official authorities of the Russian Federation and Central Asian countries (Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan and Tajikistan). It was shown that as the parameters of Russian integration policy regarding the countries of the region is possible to use the ratio of data dynamics of foreign political contacts at different levels of representation with the foreign trade data between them. On the basis of the application of the author’s technique of revealing of Russian integration policy parameters have been made findings relating to its specificity regarding states of the region in this period.

Abstract
The article considers the controversy over the water sharing in the transboundary river basin Syrdarya, with the particular attention to the Ferghana Valley. The Fergana Valley is an area where almost all the Central Asia’s problems (territorial, ethnic, shortage of water and land resources, etc.) are represented in the most concentrated form. The analysis of the key contradictions of the Ferghana valley is critical to understanding the socio-political situation in the Central Asian region. The article analyzes the formation and development of conflict of interests of the states in the Syr Darya river basin over an access to water and energy resources in historical perspective: from the Soviet period of water management till the present time; it examines the conflict potential of water-energy resources, both at the regional and at the state level. In order to consider the dynamics of water relations’ development in the Syrdarya river basin the author used a historical-political approach, comparative method, event and causal factor analysis. The article concludes by saying that the water conflicts in Central Asia can be triggered by private interests of separate national entities in each country, rather than hostile inter-state relations.

Abstract
This article covers some issues, peculiar to the current world economic phenomena. The author reviews them through the position of their direct interrelation with the changeovers are taking place in the social and political spheres, - imposition of the new taxes, the decrease of consumer demand, increasing level of social unrest. The changes, which are taking place in one sphere, inevitable reflect on the other, that is why any political, economic or social event must be considered from the standpoint of the multidisciplinary approach. Unequal standards of developing of the countries in the context of economic global grow-up generate the inner state challenges, which unavoidable affects the population living standards, thereby causing social discontentment. This reflects in the excessive dissemination of economic rules, not only in the political sphere, but also social services, which initially have diverse characteristics.
