Abstract
In the history of Russia there are significant dates which need to be remembered constantly. They are important milestones in development of our country. The February revolution of 1917 which is 100 years old has overthrown the monarchy and has turned Russia on the democratic way of development. This event sets thinking everyone on the historical way passed by the country, to learn lessons and to draw on the future for itself the corresponding conclusions.

Abstract
The article presents an analysis of the international political ratings. The position of Russia in relation to the CIS countries and the BRICS was calculated. The position of Russia on Turkey was analyzed with considering urgency of the Russian-Turkish relations. CIS countries and the BRICS are the reference group for Russia. Relations with the CIS countries and the BRICS represent an important part of Russia’s geopolitical strategy. The article analyzes point of view of Western European and American experts to the position of Russia in relation to these countries. The geopolitical vectors of Russian foreign policy were substantiated on the basis of the rating data. The engagement of international ratings and indices were analyzed in the context of Western liberal values. On the one hand, the compilation of ratings is considered as one of the types of scientific analysis, based on the method of classification. On the other hand, the ratings of compiling indices represent the manipulation of technology in the interests of individual countries and groups.

Abstract
This study is an attempt to estimate the lobbying market in Russia. It was made in 2010. The aim of the study was to evaluate the amount of lobbying services market, namely the annual collection of the funds spent for the provision of legal lobbying activities of the big business companies, industry, and business associations. The websites Head Hunter, Linkedin.com, E-xecutive, large business companys from the annual “Finance” ranking as well as the staff of the associations have been analyzed. The study revealed the number of people working in the lobbying in Russia, the cost of their work, which economy sectors are the most and least attractive for a lobbyist.

Abstract
The article is about a modern humanitarian dimension of information war. It reveals a high dependence of successful military operations and victory itself on the level of moral psychological development of soldier. Analysis of system of training of domestic military forces’ humanitarian potential substantiates the necessity to strengthen the character of this system. The article also stresses the necessity to redouble attention to elements of the humanitarian factor of information war, such as communicative practices, archetypes, symbolic codes and inner images.

Abstract
The attitude toward labor as a factor of social institutions of Russian society - it is a stable form of social practice, by which organized labor interaction of subjects, revealing the satisfaction of employment as a value and its actual work behavior, and ensures stable communication of social organization of Russian society. The sociological study showed that radical socio-economic transformation in the modern global world, leading to institutional transformation in the transition, the reformed economies. Institutional changes - is a complex process, the beginning of which may be due to changes in informal constraints and the nature and effectiveness of the implementation of the rules. One of the features of social institutions - their slow change. Therefore, you must take into account the situation in the country by informal social institutions, its culture. This is the kind of reality that must be taken into account when forming policy. It must be remembered that the use of international experience should be done with maximum consideration of the features of the national economy and the historical trajectory of its development; ensuring the transparency of the economic policy, the development of economic education, to maximize public awareness of government action contributes to the understanding of the economic entities and the formation of new conditions of behavior inherent in a market economy; approach to transformation is to be moderately radical and stability-oriented economic conditions. First of all, the state and society should be a model and a performance guarantee of social contracts. That state leaders and the elite of society are responsible for the creation of favorable institutional conditions for effective competition, dynamism and social orientation of the market economy. The main direction of development of modern Russia - is to give citizens the opportunity to reveal themselves. Freedom for the development of economic, social, civil initiatives - this is the best response to both external constraints, and on our internal problems.

Abstract
Nowadays there is a widely spread opinion about strict monosemy of the language of science which often occurs in general scientific discourse. However, such concept of the language of science can be one of the methodological reasons which prevent deep understanding of the importance of innovations in science, tie up the development of scientific knowledge in general and create barriers in the theory of knowledge. The research has been conducted to point out the peculiarities of dynamics of scientific language in the process of scientific knowledge growth. Hypothetico-deductive method and the principle of opposition of material and ideal categories help to reveal special characteristics of such a complex system as the language of science. The language of science not only reflects the variety of scientific knowledge structure, but also has an impact on the genesis and transformation of scientific discourse in whole. In the research monosemy of the language of science is analyzed and defined as an ideal model of scientific knowledge arrangement, which can be determined as a new stage of scientific knowledge development. The analysis of the role of metaphoric expressions taken in conjunction with visibility principle has been carried out for this purpose. The conclusions reached in the research let study the structure of scientific knowledge and performance features of the language of a concrete science deeper, promote the development of analytical and heuristic abilities of students and young scientists.

Abstract
After the adoption in 2014 of the Federal law № 172-FZ “On strategic planning in the Russian Federation” was intensified the process of drafting legal acts and strategic planning of the Subjects of the Russian Federation. The economic crisis, the decline of world energy prices, sanctions imposed against Russia by the West and the need to develop economic independence of the country resulted in an intensification of work in the field of state strategic planning. Among the main problems associated with the state strategic planning is the need to develop practical recommendations for the assessment and monitoring of strategic risks of the socio-economic development of the Russian Federation and threats to national security and elaboration of key performance indicators system of the government policy in the field of strategic development. In the article is identified four groups of problems faced by experts in the field of strategic planning. In the article are provided some examples of the Russian practice of strategic planning and given its general state of development characteristic at the present stage.

Abstract
The article presents the results of two sociological researches on the situation in health care, which were held at two-year intervals. In the first study, as respondents were managers of health institutions and residents of the regional centers. The management of medical institutions was asked about financial aspects of the work of their institutions and about reform-related risks. Medics associated major problems in healthcare and future risks with insufficient budget financing and low solvency of the population. This explains the skepticism of a substantial part of doctors regarding the achievement of the reform results. Residents of the cities were asked about the main reasons of adverse trends in the healthcare and about their willingness to pay for medical services in the event of a significant expansion of payment. The majority of citizens cited the lack of proper state control and lack of funds allocated by the state as the main determinant of the negative trends. The second study was the sounding of opinions of doctors and patients about the current trends in terms of accessibility and quality of care. It turned out that a number of negative forecasts made in 2012 by the heads of health institutions and ordinary citizens, is coming true. There is a marked increase of payment on the background of constant or decreasing quality of health services; the problem of shadow payments is not solved. The main cause of these phenomena is the further reduction of budget allocations in conditions of low effective demand from the population. Accordingly, the decisions aimed at improving the quality of life of the Russians, to be found in the area of corrections of budget priorities and implement of the effective incomes policy.

Abstract
The process of Eurasian integration in the post-Soviet space has become an effective institution for local integration, which are the border of the agglomeration. Cross-border cities offer a wide range of integration areas, in particular, they are not only the economic sector, as is happening in the EAEC, and build forms of cooperation in social policy, demographic and migration processes, environmental issues and logistics, transportation. They have the opportunity to act as points of growth in the region and the country, or over time acquire the status of international city with a significant political and economic influence in the framework of macro-regional spaces, such as Singapore or Shanghai in the Asia-Pacific region. In this issue we see the possibility of using the experience of the European Union in the implementation plan regional and local policies. Thanks to the wide powers of the border formations of the regional and municipal communities are subjects of influencing supranational processes. In mind that there is a need to create a representative body - the Committee of the regions EEU, the number of participants who can be both the regions and the Metropolitan area. Through comparative analysis, we consider the most promising cross-border agglomeration of the EEU, in particular, Donetsk-Makiivka agglomeration, agglomeration of the Big Sochi, the initiative “Almaty-Bishkek”, the Vladivostok agglomeration. The EEU to date, no institutionalized form of cross-border cooperation agglomerative. In our opinion, is the lack of a modern supranational integration processes in the former Soviet Union, the preconditions for the solution of which will be presented in the article.

Abstract
The UK referendum on the exit from the European Union resulted in the victory of the so-called “Euroskeptics” and the country faced a problem of choice of the relations model with the EU and other countries. At the referendum the state divided in two almost equal parts according on an area basis. Scotland and the Northern Ireland spoke out in favor of maintenance of membership in the UE, while the other half of the country, videlicet England and Wales, expressed an opposite position on the subject. Now Scotland is considering the opportunities of leaving the United Kingdom to reunite with the EU as an independent state. At Scottish referendum of 2014 just 44.7% of the region population voted for the secession. However, now it is expected that as the position of the UK at the international stage has changed and its economic situation is deteriorating the result of a new referendum will be different. In that way Scotland can create an important precedent for other regions with prevailing recessionist sentiments, i.e. Catalonia. Catalonia is now closely monitoring what will happen to the UK after Brexit and whether Scotland will achieve secession and join the EU. In the article the author reviews the perspectives of Scottish and Catalonian independency and gives special attention to the analysis of the possibility of the entry of the mentioned regions into the European Union as independent states.

Abstract
Internal Syrian conflict, ongoing since 2011, has had the most significant impact on the situation in the Middle East and North Africa. At the moment, it has scaled to a geopolitical level. Chaotic landscape of confrontation between internal Syrian forces has fallen under the influence of various external political powers, which now play an important role in the matters of global politics. The article discusses the current political system, of the Syrian Arab Republic (SAR) in context of armed conflict within the country. Syria has long-standing political traditions and all the formal democratic institutions. At the same time the Syrian political system has a number of unique features in the organization of the legislative power, the nature of the presidential powers and the regulation of party activities that seriously affect both the functioning of the political system in the country as a whole, and the course of the current crisis. The author highlights the institutional features of the SAR’s political system and analyzes their role in modern internal political process. Particular attention is paid to the modern electoral political process of the Syrian Arab Republic, namely parliamentary and presidential elections in context of civil war. The article assesses the place of these elections, their influence on the possibility of real and potential political reconcilement. In addition, the author establishes the link between the transformation of the political system of Syria and the process of peacemaking in the Syrian conflict. Also the complex nature of the conflict is described and a conclusion is made about the existing relation between the future directions of the development of the situation in SAR and the resolution of global conflicts.
