Abstract
Much has been said and written about the specifics of the constitutional reform 2020, its strengths and weaknesses. This article is devoted to the analysis of changes in the organization and functioning of the power mechanism in the context of possible consequences for the constitutional system of the Russian Federation. It is good news that the topic of constitutional reform has made its way into the current political agenda of the country — if this is really the goal but not the means or its cover. The article considers the latest amendments to the Constitution of the Russian Federation within the framework of the “unified system of state power” and “unified system of public power”, and the new refined form of government through the prism of their correlation with the principles of democracy, the Republican form of government, the horizontal division of powers, and the vertical division of powers. The reasons for shifting the system of checks and balances in favour of the central presidential power are investigated.

The formation and development of a market economy are greatly influenced by representative business organisations, which are created to protect the interests of the business community. In order to implement them, they need to establish long-term contacts with state institutions. This article analyses the primary forms of interaction between organised business in Russia and the authorities in the period of economic modernisation of the country.

Abstract
The activities of the European Court of Human Rights are a guarantee of the rights and freedoms of man and citizen, including active and passive suffrage. The relevance of this paper is due to the adoption by the deputies of the State Duma the draft law introducing the amendment to the Constitution of the Russian Federation — “On improving the regulation of certain issues of public authority organization”. It envisages introducing into the Constitution of the Russian Federation a provision on the possibility of non-enforcement by Russia of decisions of interstate bodies in interpretation contrary to the Constitution. It again gave to doubt the need Russia execution of judgments of the European Court of Human Rights rise to scientists and members of the public.vThe purpose of this study is to examine the impact of decisions of the European Court of Human Rights on the development of Russian election law. As research methods, the methods of formal logic were used: analysis and synthesis, analogy, general scientific methods: a structural and systematic approach, as well as private, scientific methods: an interpretation method and modelling. Based on the results of the study, the author concluded that there is the need to continue the implementation of the decisions of the European Court by the Russian Federation, to take into account legal positions not only concerning Russia, but also in relation to other states if similar legal structures are used in the legislation, and also about the need to amend the electoral legislation.

Abstract
The study is based on a systematic approach to the features of the digital transformation of state and municipal governance in the modern Kyrgyz Republic. The relevance of the work is determined by the special political and social significance for the studied country of the digital government in the conditions of democratic transit. In modern social and humanitarian science, there are practically no works on the study of the formation of the digital state and egovernment in Kyrgyzstan. The most promising areas of further research on the digital transformation of state and municipal governance in Kyrgyzstan may be the issues of efficiency of the provision of state and municipal services in electronic form, elections in digital format and modernization of communication infrastructure.

A retrospective analysis of the legislative framework in the field under study is carried out, and promising directions for its improvement are determined. Abstract
This article discusses theoretical issues related to the possibilities of widespread implementation of direct democracy mechanisms provided to society and the state as a result of the rapid development of information and communication technologies. The relevance of the topic is due to the challenges faced by governments of all the democratic countries of the world in the framework of post-industrial society. The work aims to study the prospects for improving the efficiency of democratic processes through the introduction of information technology. The underlying mechanisms of direct edemocracy are examined, and their application in practice is analyzed. Research methods include a review of relevant sources and scientific literature, analysis of relevant statistics, analysis and synthesis methods, and content analysis.

Abstract
The article is devoted to the methodology and practice of the study of geopolitical processes. It shows two interrelated approaches used in geopolitical science: static, associated with the consideration of the structural components of the geopolitical space, a set of actors of geopolitics, factors of geopolitical influence, as well as dynamic, reflecting both the processes of adaptation, preservation of the geopolitical picture of the world, and the ongoing dimensions of geopolitical reality. Each of the methodological approaches is characterized by a corresponding theoretical and conceptual apparatus formed in classical and modern geopolitics. Attention is drawn to the lack of attention and theoretical understanding in current domestic geopolitics terminology of geopolitical dynamics, including the concept of “geopolitical process (geopolitical processes”. The author attempted to highlight the main features of the geopolitical processes, determining their essence, disclosure of the specifics of processes of functioning and development, as well as characteristics of the processes associated with the actions of geopolitical centres of power, as well as the strategy States that benefit from the geographically-geographical location.

Abstract
The article deals with the immanent contradictions inherent in the very nature, genetics of the West and the East, manifested in the geography of the entire “Silk Road” as a dialectic of inter-civilisational relations. Globalisation processes, which have entered their neo-globalisation period, clearly reveal contradictions, determine various options for their resolution and features that operate at all levels of human existence and consciousness — from the peculiarities of worldview and world perception, in general, to applied economic activity, in particular. The understanding of this factor of objective reality, the search and identification of forms and ways of resolving the contradictions of inter-civilisational relations of the West and the East can be an essential theoretical and philosophical basis for the harmonious development of these relations.

Abstract
Olympic ideals are the component of social consciousness, all its forms and principles of practical activity. The vitality of Olympic ideals is predetermined by the international recognition of Olympic sport, its universal significance, expressing both everyday and prospective interests of society and a person. The Olympic ideals form views on the desired type of society, on the desired type of society, on the ideas and goals shared and aspired by people as well as on the principal means to achieve these goals. Olympic ideals also form conceptions objectives and norms of people’s behaviour. As social values, the Olympic ideals are defined in social norms which ensure the maintenance of Olympism. Olympic ideals have existed as universal values and standards. Indeed the ideals of physical perfection, beauty, mutual respect, honesty and justice, maintenance of peace on the planet, friendship, cooperation, prohibition of political, race and religious discrimination are the values of the Olympic sport which don’t belong only to Olympic movement. Private interests of any particular group can come into conflict with Olympic ideals, violate them, and create conflict situations in the Olympic movement. But within the bounds of social consciousness, a conflict situation is interpreted as the result of imperfection of humanity, Olympic ideals remain to be the aim for the realization of man’s and society’s perfection. As a rule, Olympic ideals become the principles of practical activity when they agree with the ideology of the country or the epoch. The contemporary era of development is characterized by three main ideologies: liberalism,

Abstract
Human capital refers to the stock of knowledge, skills, professional and other qualities formed directly by the individual and the state and used by the individuals themselves for the production of new goods and surplus-value. In fact, the very definition of “human capital” has become a reflection of how much the role of education and the level of vocational training of the individual has increased in industrial and post-industrial society. Collectively, human capital includes such concepts as health, cultural level, level of education, as well as physical and financial capital. The article analyses the dynamics of human capital development in the Russian Federation and abroad.

Abstract
The paper considers the Petrograd conference of the Entente countries held from January 16 to February 8, 1917. This diplomatic event the author analysed in the context of the February revolution. The author believes that the revolution was not a spontaneous reaction to the situation in Russia, but was prepared in advance, and the external factor played an essential role in this. Thus, the author shares the elitist sociological concept, according to which it is the elite, rather than the masses, is the main subject of historical development. Current world events related to the chain of the so-called “colour revolutions” gives the article the urgency, as the technology of the overthrow of the monarchy in Russia is similar to the methods that were used during the “colour revolutions” nowadays.

Abstract
The concept of Russia’s state migration policy draws attention to the growth of migration activity in the immediate vicinity of Russia’s external borders and the range of Russia’s interests. Large-scale migration flow from the Middle East and North Africa to Europe, which began in 2014–2015 up to now, has caused unfavourable socio-economic processes in the recipients of EU states. Besides, it has created risks and threats of expansion in these states criminal, terrorist, extremist illegal, destructive migration. The above harmful overflows of post-crisis migration can become a serious threat to Russia as well as to the border states with it. The article examines the risks for Russia of immigration flows from unstable countries in the context of the level of state-political, economic and social stability in them and the impact of external factors on the internal situation in the states — migration donors. The author also analysed mechanisms for preventing political and social risks through the regulation, streamlining and legitimisation of immigration flows.

Abstract
In search of an answer to one of the oldest philosophical questions “What is ‘good life?’” and because of its hidden complexity, researchers tend to turn to different theories. The concept of a good life is multifaceted. The moral aspect implies that a person lives well or has lived a decent living in terms of the norms accepted in society, i.e. they are courageous, honest, trustworthy, kind, selfless, generous, loyal. He does not spend time pursuing his pleasure but devotes it to activities that benefit others. Exploratory analysis suggests that it is possible to measure the seven factors of “good life”, based on 59 items of the questionnaire. The survey was conducted in seven educational institutions in different countries: Russia, the Philippines, Bulgaria, the United States, Taiwan and China. The article offers a theoretical model of the “good life” based on the concept of prerequisites and consequences.

Abstract
Political and geographical position, rich and diverse natural resources of Argentina have caused keen interest in the country of the leaders of the world economy, especially the US and the UK. The South American state, which followed the advice of the World Monetary Fund for several decades, the World Bank, the G20, has gone through a series of economic crises and currently has no stable economy. Argentina’s presence in the club of developed countries was due to its strategic plans for Antarctica, which could soon be removed from international status. The article discusses the political and economic aspects of Argentina’s vulnerability from the standpoint of the possibility of preserving, first, the independence of the state, as well as entering into alternative American integration structures.

Abstract
This article explores the changes in women’s position in Russian society in the second decade of the XXIst century, which still find their place despite the ossified and immutable beliefs. Starting from the analysis of the social, economic, religious and political background of the 2010-s, the article advances understanding of the reflection of those changes through a discourse analysis of two representatives of contemporary female internet poets, published between 2010 up to 2019. The article underlines the growing weight of the changing gender climate and highlights women’s opportunities to campaign for their rights.

Abstract
The article discusses the issues of Russia’s participation in the political processes of Moldova with an emphasis on regional specifics, an in-depth study of which makes it possible more effectively assess the Russian potential in this area. It assesses the actions of the main political actors of Moldovan politics during the parliamentary elections of 2019 and the subsequent political crisis that led to a situation that allows Russia to more effectively realize its interests in Moldova. The fundamental factors that influence the vector of domestic and foreign policy development of Moldova and determine the actions of the Russian political leadership in the course of implementing measures to implement the foreign policy doctrine of Russia in the region are given and characterized. The prospects of Russian positions in the course of a dynamically changing political situation in Moldova are considered, relying on both fundamental factors and the experience of political interaction between countries, and in the context of the current political situation.

Abstract
The article considers the functioning of existing TOSER (territories of advanced socio-economic development) in the Russian regions. The authors identified a set of problems and challenges related to the peculiarities of the activities of residents of TOSER and their impact on the regional economy. The current legal framework and its accompanying mechanisms aimed at creating a favourable investment climate, as well as financial, social and demographic risks associated with the special economic status of TOSER are considered. We noted that one of the main threats to the successful functioning of TOSER is the problem of selling finished products due to the remoteness of enterprises from the economic centres of the state. The authors separately highlight the demographic and political risks associated with attracting low-skilled labour, which can lead to a decrease in the standard of living of the population of regions where there are territories of advanced socio-economic development. The paper focuses on the fact that the key residents of TOSER are representatives of Russian small and medium-sized businesses. According to the authors, most of the risks threatening the functioning of areas of advancing socio-economic development can be avoided through careful strategic planning when choosing a place to create a special territory, and by attracting foreign investors that will ensure the technological development of the means of production.

Abstract
The article is devoted to the analysis of the main economic and geopolitical factors that influenced the conditions for signing a new contract between Gazprom and Naftogaz. The author considered the most important aspects of the problem of gas transit through Ukraine, its significance and consequences for the further development of modern international relations in the energy sector between the Russia, Ukraine and the European Union. The author especially noted that the construction of such pipelines as Nord Stream — 2 and Turkish Stream significantly reduces the role of Ukraine as a transit country. Moreover, the interest of Western European countries in the implementation of the Nord Stream — 2 project is faced with opposition to the construction of the gas pipeline from several states. The author paid much attention to the influence of the United States on the sphere of energy cooperation between Russia and the European Union. The author concludes that Ukrainian transit has become a geopolitical tool for pressure from the USA and Brussels on Russia. Finally, the author shows the main scenarios of the development of Russian-Ukrainian relations in the matter of direct deliveries of Russian gas to Ukraine.
