The Mechanism and Tools for the Implementation of Modern Social Policy at the Municipal Level

The article shows the role of local governments in improving the effectiveness of social sector management. In the modern world, progress is determined by the priority of human development and ensuring high standards of quality of life. The formation of strategic advantages of states in global competition directly depends on the full disclosure of human potential as a factor of production and the building of an effective system of social relations. The problems of the current state and key vectors of social policy reform are being actively investigated by both domestic and foreign scientists. A socially oriented market economy asserts the principles of justice through the implementation of social policy. Its agents are the institutions of the state and society, social groups and citizens (political actors), whose activities are aimed at meeting the needs of the population, ensuring its decent life and development within the framework of social justice with the unconditional guarantee of rights and freedoms. Social policy integrates socio-economic measures undertaken at the state, regional and municipal levels. It also involves enterprises and organizations whose work helps protect society from unemployment, negative fluctuations in market prices and the depreciation of human capital. The goal is to achieve a decent standard of living, measured by the volume and quality of available goods and services that meet the needs of the population. A key aspect of social policy is the duty of the state to create legislative, social and economic prerequisites for the effective functioning and reproduction of society. This policy is based on the principles of mutual responsibility and partnership between the State and society. In conditions of instability, it must adequately respond to economic and political challenges, contributing to the rational allocation of resources and maintaining the minimum necessary standards of well-being. The participation of local self–government bodies in ensuring the social rights of citizens in the subordinate territory is an important tool for implementing the social function of the state. This function is aimed at creating an environment that guarantees normal living conditions, free personal development and equal opportunities to achieve social well-being and social security. Thus, the study of the problems of the social dimension of local government, issues of its organization and functioning is of considerable scientific, methodological and practical interest.
