The System of Values in the Innovative Development of Countries

Abstract

Innovative development in the era of digital transformation has begun to rapidly change all spheres of human activity. Deep and fundamental changes have begun to change not only the real and virtual worlds, but also the foundations of the system of fundamental beliefs underlying the formation of personality and society — t he value system. Innovations have become the most important factor determining the dynamics of changes in man and society and the results of economic and scientific-technological development. Research on innovations, at best, partially takes into account the value system as some static features of national innovation systems. Often the influence of the value system is ignored and replaced by taking into account exclusively technological factors of development. A significant number of studies of values do not consider the influence of innovations on their dynamics. But both values and innovations turn out to be key factors influencing the ongoing profound changes, while exerting a significant mutual influence on each other. The purpose of the article is to understand the problem of the mutual influence of innovations and values, their joint evolution and the resulting impact on socio-technological development in the context of digital transformation. The study used materials from domestic dissertation studies of values, modern scientific articles by foreign and domestic authors, the results of studies of international research programs studying social, political, economic, religious and cultural values of people in the world —  World Values Survey (WVS) and a six-dimensional representation of values according to the method of G. Hofstede. Since studies of the mutual influence of values and innovations are practically absent, the authors identified a small group of countries —  leaders in innovative development — the United States, the Republic of Korea and China, data on the value systems of which are compared with data from Russia. From the general array of questions in the questionnaire of the seventh wave of WVS studies, 10 parameters of value systems were selected that directly characterize the innovative development of countries. The findings of a comparative comparison of the value systems of these countries according to the WVS parameters are presented, which are compared with the results of a six-dimensional analysis of these countries using the method of G. Hofstede. A conclusion is made on the practical applicability of the results for coordinating the innovation policies of Russia and China, similar to the results of the previously completed dissertation study of D. N. Solomin. The prospective development of the research is considered by comparing the dynamics of values with the latest data on the development of innovation systems in the specified countries.
