Выделены три наиболее уязвимые сферы деятельности: государственные закупки, оказание услуг, малый и средний бизнес. Определены важные показатели (индекс восприятия коррупции, уровень финансовой секретности страны, индекс верховенства права), отражающие уровень, специфику и развитие коррупции в стране, и возможные направления эффективной антикоррупционной политики. В работе также рассмотрен зарубежный опыт, на основании которого предложены возможные дополнения к антикоррупционной политике России. По результатам анализа, проведенного Transparency International, коррупция не только ставит под угрозу всемирную борьбу с COVID‑19, но и способствует текущему кризису демократии.</p></abstract><trans-abstract xml:lang="en"><p>The article discusses the possible reasons for the growth of corruption in the context of a pandemic and current methods of struggle. The three most vulnerable areas of activity are identified: corruption in the field of public procurement (the healthcare system is considered in detail), bribery in the provision of services, and the development of small and mediumsized businesses at the present time. Also considered are some of the important indicators (the index of perception of corruption, the level of financial secrecy of the country, the index of the rule of law), reflecting the level, specificity and development of corruption in the country, and possible ways aimed at the effective work of anti-corruption policy. According to Transparency International’s analysis, corruption not only threatens the global fight against COVID‑19 but also contributes to an ongoing crisis of democracy.
