В развитом государстве научный прогресс не должен отставать от прогресса технологического, поскольку, только используя наиболее современные технологии, можно обеспечить реализацию максимально эффективного менеджмента во всех сферах деятельности общества, сокращая бюрократические процедуры, ускоряя процессы предоставления услуг населению и в целом снижая влияние человеческого фактора на те аспекты, которые представляется возможным и необходимым переложить на цифровые системы.

In a developed country, the development of science should not lag behind technological progress. The only implementation of the most modern technologies can ensure the implementation of the most effective management in all areas of society, reducing bureaucratisation processes, accelerating the process of providing services to the population, and generally reducing the human factor on those aspects that are possible and necessary to shift to digital systems.
