В статье рассматриваются социально-экономические условия подготовки Германии и Франции к Второй мировой войне. Автор делает попытку ответить, почему Франция столь сильно отстала от Германии в 1930-е гг. в области промышленного производства. Впервые в российской историографии проведен компаративистский анализ развития Франции и Германии накануне и в начале Второй мировой войны. Автор рассматривает Францию и Германию в начале Второй мировой войны в ракурсе противостояния политических систем - демократии и фашизма, делая тем самым вклад в дискуссию о влиянии общественного выбора на способность экономики к мобилизации в условиях крупного вооруженного конфликта. В статье развивается начатая в работах Нуреева Р. М. и Латова Ю. В. дискуссия о роли политических систем в экономическом развитии первой половины XX в.
