Одна из особенностей социальных институтов - их медленное изменение. Поэтому необходимо считаться со сложившимися в стране неформальными социальными институтами. Это есть некая данность, которую нужно принимать во внимание при формировании политики. Необходимо помнить, что использование мирового опыта должно осуществляться с максимальным учетом особенностей национальной экономики и исторической траекторией ее развития. Обеспечение прозрачности экономической политики, развитие экономического образования способствуют пониманию субъектами хозяйствования новых условий и формированию поведения, присущего рыночной экономике. Именно руководители государства и элита общества являются ответственными за создание благоприятных институциональных условий эффективной конкуренции, динамизм и социальную ориентацию рыночной экономики. Главное направление развития современной России - дать гражданам возможность раскрыть себя. Свобода для развития в экономике, социальной сфере, в гражданских инициативах - это лучший ответ как на внешние ограничения, так и на наши внутренние проблемы.
