Работа посвящена системной оценке политико-экономического и стратегического пути развития России. Актуальность статьи вызвана несовершенством долгосрочного, рационального и комплексного подходов в стратегическом целеполагании, накладывающем свой отпечаток на внешнюю и внутреннюю экономическую и политическую деятельность Российской Федерации. В ходе анализа выявлено, что успешная деятельность Правительства Е.М. Примакова вывела государство из глубочайшего экономического кризиса. Это создало фундамент для выстраивания последовательной внешнеполитической деятельности, опирающейся на столпы примаковской доктрины. При этом российские политические деятели не использовали «исторический шанс», позволяющий за счет нефтегазового сырья придать ускорение интенсификации и эволюции экономической системы страны. «Фиаско государства» привело к неутешительным экономическим результатам, что делает релевантным постепенное и грамотное применение «ядерной» доктрины Караганова. Можно говорить, что российская действительность сегодня такова: угрожаем доктриной Караганова, мечтаем о доктрине Примакова, а живем по доктрине Фалина-Квицинского.
The paper is devoted to the system analysis of political-economic and strategic path of Russia’s development. The relevance of the article is caused by the lack of a long-term, rational and comprehensive approach in strategic goalsetting, which imposes its imprint on the external and internal economic and political activities of the Russian Federation. The analysis reveals that the successful activity of E.M. Primakov’s Government was able to lead the state out of the deepest economic crisis. This created a foundation for building a consistent foreign policy activity based on the pillars of the Primakov doctrine. At the same time, Russian politicians did not use the «historical chance», which allowed them to give an impetus to the intensification and evolution of Russia’s economic system at the expense of oil and gas resources. The «fiasco of the state» led to disappointing economic results, which makes the gradual and competent application of Karaganov’s «nuclear» doctrine relevant. We can say that the russian reality today is as follows: we threaten the Karaganov doctrine, we dream of the Primakov doctrine, and we live by the Falin-Kvitsinsky doctrine.
