В статье рассматриваются цифровые инструменты расширения политического участия на муниципальном уровне в контексте концепции цифрового государства.Основное внимание уделяется анализу практик соуправления на местном уровне, включая гражданскую инициативу, организованные собрания, общественные слушания и референдумы. Цель исследования — выявление наиболее эффективных цифровых практик вовлечения граждан в принятие решений на местном уровне на примере западных стран. Теоретическая база включает анализ ключевых понятий: цифровизация местного самоуправления, политическое участие граждан, соуправление как сотрудничество властных и общественных институтов. Практическая значимость работы определяется растущей ролью цифровых технологий в процессах муниципального управления и необходимостью повышения эффективности принимаемых решений. Автор отмечает высокий потенциал цифровизации в России, несмотря на существующие проблемы цифрового неравенства. Ключевые аспекты исследования охватывают: цифровое измерение институтов политического участия; процедуры работы с гражданскими инициативами; механизмы организации общественных обсуждений; сроки и порядок рассмотрения предложений граждан. Исследование актуально в контексте развития концепции цифрового государства и совершенствования механизмов местного самоуправления.

The article is dedicated to the study of the possibilities of using digital tools to develop practices of political participation at the local government level. Digitalization of participation is in demand in the context of the implementation of the idea of co-governance, one of the most important components of the concept of a digital state. The article is focused on the identification of the most widespread and successfully functioning digital practices for increasing citizen participation in decision-making at the local level using the example of Western countries. The article reveals the essence of the municipal aspect of co-governance by analyzing institutions such as civic initiative, organized meetings and hearings, a referendum, as well as cooperation practices aimed at improving the quality of governance and initiated by government authorities.
