Целью статьи является рассмотрение генезиса постулатов современной концепции развития молодежной политики в России, а также анализ их роли в формировании механизма реализации молодежной политики. В статье отмечается, что в Российской Федерации выстраивается механизм реализации молодежной политики, который представляет собой систему, способствующую эффективному сотрудничеству между общественными и государственными институтами. Автор рассматривает две основные точки зрения на интерпретацию постулатов концепции развития молодежной политики: доктринальную и нормативную. Особое внимание уделяется принципам государственной молодежной политики И.М. Ильинского, которые послужили основой для первого нормативного правового акта, определившего государственную молодежную политику в СССР. Также в статье анализируется распоряжение Правительства Российской Федерации от 29 ноября 2014 г. № 2403-р, в котором закреплены основы государственной молодежной политики Российской Федерации на период до 2025 г. В подзаконном акте изложены 10 основополагающих принципов концепции молодежной политики. По результатам исследования автор работы высказывает доктринально и нормативно обоснованную точку зрения об отсутствии окончательно сформировавшегося перечня постулатов современной концепции развития молодежной политики и важности легального закрепления постулатов, обделенных вниманием законодателя. Статья может быть полезна для исследователей, занимающихся проблемами молодежной политики, а также для специалистов в области государственного управления и общественных институтов.

The purpose of the article is to investigate the origins of the key tenets of the current youth policy framework in Russia and understand their impact on shaping the implementation mechanism. The article highlights that the Russian Federation is building a system for implementing youth policy that fosters effective cooperation between public and state institutions. The author examines two main approaches to interpreting the key tenets of this framework: doctrinal and normative. Special attention is paid to the principles of I. M. Ilyinsky’s state youth policy, which served as the basis for the first legal act defining state youth policy in the USSR. The article also analyses the Decree of the Government of the Russian Federation dated November 29, 2014 No. 2403-r. This document sets out the foundations of the state youth policy of the Russian Federation for the period up to 2025. The by-law establishes 10 fundamental principles of the concept of youth policy. Based on the research, the author concludes that there is no fully formed list of tenets for the modern concept of youth policy development. The article highlights the importance of legally defining and incorporating those tenets that have been overlooked by the legislature. This article is useful for researchers studying youth policy issues, as well as for specialists in public administration and public institutions.
