Министерство строительства Российской Федерации реализует проект «умный город» (который нацелен на повышение конкурентоспособности городов России, а также необходим для формирования эффективной системы управления) в рамках национальной программы «Цифровая экономика». Власти Мурманской, Архангельской областей, а также Ямало-Ненецкого автономного округа уже включили в свою программу развития меры, позволяющие реализовать национальный проект «умный город» в своих регионах. Одна из задач данного исследования заключается в том, чтобы систематизировать и обосновать проблемы, с которыми сталкиваются регионы при реализации данного проекта.</p></abstract><trans-abstract xml:lang="en"><p>The concept of creating a “smart city” in the Arctic is an exceptional incentive for the development of new territories and the socio-economic development of Russia. The Ministry of Construction of the Russian Federation is implementing a “smart city” project (which is aimed at increasing the competitiveness of Russian cities and is also necessary for the formation of an effective management system) within the framework of the national program “Digital Economy”. The authorities of the Murmansk and Arkhangelsk regions, as well as the Yamal-Nenets Autonomous Okrug, have already included in their development program measures to implement the national “smart city” project in their regions.
