Вопрос в том, какой фактор может его в наибольшей степени изменить. Сегодня им вполне может оказаться развитие технологий, которые дают преимущества и государству, и обществу. Государство с их помощью получает возможность контролировать граждан: их перемещения, поисковые запросы, просмотренный контент и финансовые траты. Но и общество «вооружается» новыми формами контроля за государством, а также активно внедряется в систему подготовки и принятия политических решений. Появились новые способы коммуникации, возник феномен гражданской журналистики, соцсети стали трансляторами общественных настроений и элементами гражданского контроля. Общество требует также трансформации капитализма, настаивая на том, чтобы бизнес исходил из приоритета общественных ценностей, а не прибыли.</p></abstract><trans-abstract xml:lang="en"><p>One of the crucial problems of political science is the balance between civil society and the state. But we must analyze which factor can change it. Today it becomes technology development. New technologies give advantages to the state and society at the same time. The state gets an opportunity to control citizens: their movements, viewed internet content, purchases. However, society also has new forms of control over the state too. Сitizens are embedded in the decisionmaking system. We see new methods of communication, the phenomenon of citizen journalism. Social networks are becoming transmitters of public sentiment and elements of civil control.
